Cardno is assisting in the development of a National Monarch Butterfly Candidate Conservation Agreement. The increased scope for Phase 3 of this project has resulted from unexpected delays from the U.S. Fish & Wildlife Service and public comment period, as well as newly identified tasks to support the initial implementation. Cardno is uniquely qualified to provide technical support during Phase 3 given their intricate involvement during Phases 1 and 2. To complete this phase, the period for this service is being extended to December 31, 2020.

The University awarded a contract for development of conservation agreement.
Cardno will perform the initial technical work to develop the draft conservation agreement, application templates, and other supporting documentation. Cardno will then have detailed coordination with the U.S. Fish & Wildlife Service during their review and finalization of the draft conservation agreement. Cardno will then work with the Energy Resources Center (ERC) to provide technical assistance to applicants, assist with calculations, documentation, etc.
This purchase is exempt from the usual selection processes of the Procurement Code because the procurement expenditure is for events or activities paid for exclusively by revenues generated by the event or activity, gifts, or donations for the event or activity, private grants, or any combination thereof. (30 ILCS 500 / 1-13(b)(2)) Cardno is uniquely qualified to provide technical support during the development of the conservation agreement. They are best positioned to respond to technical questions from U.S. Fish & Wildlife Service and coordinate with the technical teams to resolve issues. Additionally, Cardno has been actively engaged in the broader Rights-of-Way as Habitat Working Group and therefore understands the needs and concerns of the industry partners. It is fair to say that Cardno is best positioned to do the work of the Candidate Conservation with Assurance (CCAA) development given their past involvement in the Rights-of-Way as Habitat Working Group and familiarity with the energy and transportation partners.
