The University intends to award a contract for Alpha 300RA high resolution Raman & AFM Imaging to WITec Instruments Corporation, Urbana Champaign, IL, for an estimated $199,978.
Purchase WITec Instruments Alpha 300RA high resolution Raman and AFM Imaging System. Based on two factors the only feasible choice for our research purpose is Witec:
1.The Witec system has patented signal processing mechanism, which makes it the highest resolution system currently available in the market.
2.The samples tested by three companies,Horiba, NT-MDT, and WITec, as our request clearly show the WITec system has the best resolution (grain boundaries clearly observed) and contrast (number of layers/thickness can be easily evaluated). Both the resolution (grain boundaries clearly observed) and contrast (number of layers/thickness can be easily evaluated) were found to be higher for Witec.
This is the only instrument utilizing a research grade (Zeiss) optical microscope to combine Confocal Microscopy and Raman Spectroscopy, and Atomic Force Microscopy. This is an important point for us as it allows a researcher to be certain that the measurements being made on a nano-scale represent data taken from the same physical location on the sample.
The WITec system is a truly confocal microscope, meaning the system uses pure point-focus illumination of a sample and a pinhole to eliminate image interference by out-of-focus light. This allows on one hand to acquire Raman spectra and images even from nanometer thin layers by suppressing present background spectra from surrounding materials, and on the other hand allows the system to make 3-dimensional scans of the sample. WITecâs sample scanning system ensures high flexibility in the choice of objectives. Other systems that use line scanning limit the confocality of the system and laser scanning limits the choice of objectives (without calibration of each objective). The Fiber Coupling between laser and microscope as well as that between the microscope and spectrometer makes alignment and use of the instrument extremely easy. For laser excitation at 532nm, the WITec system uses one spectrometer for 532nm excitation to ensure highest throughput. he back illuminated CCD connected to the spectrometer has a peak quantum efficiency in the wavelength range of interest of better than 90%.
The University has determined that this purchase is only economically available from this source because the items are required for research and no other source is able to meet the researcher's documented needs.

We will hold a public hearing at the date, time and location specified below, if we
receive a request to testify regarding the sole source determination. We will also
hold a hearing if any vendor submits a signed statement showing the capability to
provide the stated supplies/services at or below the amount indicated.
The public hearing allows any interested party the opportunity to testify for or against
the sole source determination as described in this notice. The purpose of the hearing
is to receive information from the public in a reasonable manner. Formal rules of evidence
will not apply. The hearing officer will produce minutes of the hearing and may record
it in order to aid in the production of the minutes. After conclusion of the hearing we
will decide whether the sole source determination was appropriate.
We must receive any request to testify and any vendor statement no later than the
registration date and time indicated below. If we do not receive a timely request or statement, we will not hold
the hearing. We reserve the right to cancel the procurement prior to any scheduled hearing.
