The University awarded a contract for GE Healthcare Centricity 70 PACS workstations to GE Healthcare Inc., Wauwatosa, WI, for an estimated $807,418.
The 70 workstations hardware can no longer be supported and can not be upgraded to run the required Hospital Microsoft operating system (upgrade to Windows 7). Therefore replacement hardware is essential for continual and enhanced operational capacity.
The GE quote includes: forty one (41) HP z420 workstations for the radiology technologists; fourteen (14) HP z620 workstations for the radiologists which include a second CPU and additional 8GB RAM; forty three (43) pair Barco 3MP monitors (86 total); twenty seven (27) Barco 6MP monitors and seventy (70) Barco 5500 video cards. All the GE PACS replacement hardware will have a five year warranty.
This is an economically feasible request as the acquisition of an alternative vendor would be at a higher cost of approximately $ 465,054 (see attached comparison spread sheet). In addition,UIC uses GE's proprietary Centricity software for PACS and GE is the only company that can validate their software on these hardware and guarantee the performance .
The University has determined that this purchase is only economically available from this source because the compatibility of equipment, accessories, replacement parts, or service is a paramount consideration.

We will hold a public hearing at the date, time and location specified below, if we
receive a request to testify regarding the sole source determination. We will also
hold a hearing if any vendor submits a signed statement showing the capability to
provide the stated supplies/services at or below the amount indicated.
The public hearing allows any interested party the opportunity to testify for or against
the sole source determination as described in this notice. The purpose of the hearing
is to receive information from the public in a reasonable manner. Formal rules of evidence
will not apply. The hearing officer will produce minutes of the hearing and may record
it in order to aid in the production of the minutes. After conclusion of the hearing we
will decide whether the sole source determination was appropriate.
We must receive any request to testify and any vendor statement no later than the
registration date and time indicated below. If we do not receive a timely request or statement, we will not hold
the hearing. We reserve the right to cancel the procurement prior to any scheduled hearing.
