This purchase is exempt from the usual selection processes of the Procurement Code because the procurement expenditure is for medical supplies or medical services necessary for the delivery of care and treatment at medical, dental, or veterinary teaching facilities utilized by SIU or U of I (30 ILCS 500 / 1-13(b-5)) The current equipment is 24 years old and has been at the end of product and service life for over a decade. Most recently, the unit was non-functional for over three weeks, as it was extremely difficult to procure parts for service. Replacement of the aforementioned is not only critical for the continuity of patient care but also to help clinicians diagnose, treat, and monitor disease confidently due to the advanced technology and the many capabilities of the new equipment. This new piece of equipment is critical at every stage of care for both patients and providers.
