This purchase is exempt from the usual selection processes of the Procurement Code because the procurement expenditure is for periodicals, books, subscriptions, database licenses, and other publications procured for use by a university library or academic department, except for expenditures related to procuring textbooks for student use or materials for resale or rental. (30 ILCS 500 / 1-13(b)(5)) The vendor owns this database exclusively and it is requested and heavily used by faculty and students of the health sciences (Colleges of Medicine, Nursing, Pharmacy, and Dentistry). The database is a clinical tool falling within the purview of the hospital and clinical operations; critical to the functioning of the hospital and health system. The integration of UpToDate with the electronic medical records helps Hospital staff establish guidelines and protocols for treatments.
