The University awarded a contract for Upgrading Wartsila engines and service plan to Wartsila North America Inc., Houston, TX, for an estimated $2,700,000.
Purchase from Wartsila North America Inc. a upgrading proprietary control systems of Wartsila engines (estimated $ 1,100,000) and providing OEM parts and services (estimated $ 1,600,000 for 5 year term). These engines are used to generate electricity for the campus.
Without this upgrade to the Wartsila Operators Interface System (WOIS) the engines would not be able to shed load on peak demand days.The WOIS upgrade involves removing the existing engine automation and monitoring system and replacing with the Unified Controls (UNIC) system. This includes replacement of the programmable logic controller.
As for the service and support Contract, all OEM parts are only available from Wartsila as they do not have resellers nor distributors. As the OEM they own the engineering data and drawings from which the engines were manufactured. All facets of the parts and support over the life of the equipment need to come from the OEM to preserve the functionality and realiability of the engines.
It is vital to have OEM technical field service to efficiently troubleshoot and inspect the engines. reliable operation of the power plant to have replacement parts readily available to support the continual operation of these engines. Component compatibility can only be insured with direct replacement parts equipment and techinical support provided by the original equipment manufacturer (OEM) for equipment to run as designed.
The University has determined that this purchase is only economically available from this source because the compatibility of equipment, accessories, replacement parts, or service is a paramount consideration.

We will hold a public hearing at the date, time and location specified below, if we
receive a request to testify regarding the sole source determination. We will also
hold a hearing if any vendor submits a signed statement showing the capability to
provide the stated supplies/services at or below the amount indicated.
The public hearing allows any interested party the opportunity to testify for or against
the sole source determination as described in this notice. The purpose of the hearing
is to receive information from the public in a reasonable manner. Formal rules of evidence
will not apply. The hearing officer will produce minutes of the hearing and may record
it in order to aid in the production of the minutes. After conclusion of the hearing we
will decide whether the sole source determination was appropriate.
We must receive any request to testify and any vendor statement no later than the
registration date and time indicated below. If we do not receive a timely request or statement, we will not hold
the hearing. We reserve the right to cancel the procurement prior to any scheduled hearing.
