Announcement of a Sole Source Purchase
The sole source hearing results have been posted and the sole source will not be approved.
A hearing was held 8-19-15. Taking into consideration all evidence provided before, during and after the hearing, the Chief Procurement Officer does not authorize the University to proceed with this sole source transaction. The University intends to award a contract for Agilent's service plan for four instruments to Agilent Inc., Santa Clara, CA, for an estimated $181,000.
The Agilent chemical analysis and life sciences instruments are used extensively by the staff and customers of the Research Resources Center. That Center allows scientific end users to perform analysis on samples related to metabolic and proteomic research projects. The equipment is used often, and by many different users from outside and inside the university and therefore subject to intense wear and tear.
Agilent is the supplier of the equipment and has the necessary replacement parts and troubleshooting expertise to be able to diagnose and repair the problems quickly to avoid disruptions in service that can hurt UIC revenue as well as the integrity of ongoing scientific experiments.
Agilent technicians are familiar with the instruments and have an assigned account Customer Engineer & Backup Customer Engineer to UIC. In addition, Agilent provides: Software Update service; Field Repair Center for Autosamplers, Integrators, A/D modules, and MSD source cleanings; Factory authorized preventive maintenance procedures and Database management to ensure routine maintenance and compliance service is completed on time.
The University has determined that this purchase is only economically available from this source because the compatibility of equipment, accessories, replacement parts, or service is a paramount consideration.

We will hold a public hearing at the date, time and location specified below, if we
receive a request to testify regarding the sole source determination. We will also
hold a hearing if any vendor submits a signed statement showing the capability to
provide the stated supplies/services at or below the amount indicated.
The public hearing allows any interested party the opportunity to testify for or against
the sole source determination as described in this notice. The purpose of the hearing
is to receive information from the public in a reasonable manner. Formal rules of evidence
will not apply. The hearing officer will produce minutes of the hearing and may record
it in order to aid in the production of the minutes. After conclusion of the hearing we
will decide whether the sole source determination was appropriate.
We must receive any request to testify and any vendor statement no later than the
registration date and time indicated below. If we do not receive a timely request or statement, we will not hold
the hearing. We reserve the right to cancel the procurement prior to any scheduled hearing.
