This purchase is exempt from the usual selection processes of the Procurement Code because the procurement expenditure is for performing sponsored research and other sponsored activities under grants and contracts funded by the sponsor or by sources other than State appropriations. (30 ILCS 500 / 1-13(b)(8)) Availability is an important criterion for researchers to obtain their research animals in a timely manner, specially in the case of non-human primate subjects, and further in situations where importation quotas or other restrictions are placed on certain type of species requests. The time frame is approximately two to six months to acquire non-human primates for a research project due to the importation process and quarantine restrictions. This procurement allows the researcher to successfully complete ongoing research studies for the University.
