The University awarded a contract for a capped comprehensive service plan to Karl Storz Endoscopy-America, Incorporated, El Sugundo, CA, for an estimated $3,868,500.
We need the capped comprehensive service plan with unlimited repair or replacement of the flexible/rigid scopes, light sources, cameras, which are used in endoscopic procedures. This equipment is used in endoscopic procedures (ENT, gynecology, urology, and intra-cranial neurosurgery) that enables the examiner to examine the esophagus (swallowing tube), stomach, and duodenum (first portion of small bowel) using a thin, flexible tube called the upper endoscope with a camera on the tip through which the lining of the esophagus, stomach, and duodenum can be viewed using a TV monitor. The flexible/rigid scopes, light sources, cameras and video towers are used in tandem during endoscopic procedures. As for Intra-cranial surgery, endoscopes are introduced into the patients brain through very small skull openings, following which tiny instruments may be placed through the same opening for the purpose of performing endoscopic tumor biopsy, colloid cyst resection, and endoscopic cyst fenestration, as well as to treat hydrocephalus.
The university, on information and belief, has concluded that only one vendor can meet its need or can meet the need economically. That vendor is KARL STORZ Endoscopy - America, Inc. The university has provided detailed justification to support its conclusion as shown on the attached Sole Source Justification Form.
Although the university has presented this as a sole source procurement, we are seeking competitive information from firms with the capability of meeting the university's need (even if performed in a manner different from what has been presented) to contact us and provide sufficient information to show the need can be met. If we receive that information, the Chief Procurement Officer will offer a public hearing to consider the matter. Hearing information is described below.
The University has determined that this purchase is only economically available from this source because the compatibility of equipment, accessories, replacement parts, or service is a paramount consideration.
