The University awarded a contract for Liquid Chromatography/mass-spectrometry to Waters Corporation, Milford, MA, for an estimated $276,607.92.
The research group investigates protein-mimetic molecules, and their application in medicine and energy research. The synthesis of these complicated molecules always produces small to large amount of side products that must be removed by purification. The presence of these impurities, even in amounts >5%, can affect the chemical and physical properties of macromolecules. Furthermore, if these molecules are to be tested in biological systems, toxic impurities must be removed. Prep HPLC is the accepted method for purifying peptides, small molecules, and small proteins. This instrument is vital for this type of research. After synthesis of these molecules, it is critical to validate their identity and purity by Liquid Chromatography/mass-spectrometry (LC/MS). Unlike small molecules, this technique is the only efficient way of validating synthesis success. Since protein-mimetics are complex and high molecular weight molecules, they require the best resolution LC systems and MS instruments that can detect large m/z.
The university, on information and belief, has concluded that only one vendor can meet its need or can meet the need economically. That vendor is Waters Corporation. The university has provided detailed justification to support its conclusion as shown on the attached Sole Source Justification Form.
Although the university has presented this as a sole source procurement, we are seeking competitive information from firms with the capability of meeting the university's need (even if performed in a manner different from what has been presented) to contact us and provide sufficient information to show the need can be met. If we receive that information, the Chief Procurement Officer will offer a public hearing to consider the matter. Hearing information is described below.
The University has determined that this purchase is only economically available from this source because the items are required for research and no other source is able to meet the researcher's documented needs.
