The University awarded a contract for Bruker's Discover 8X-Ray Diffraction System to Bruker AXS Inc,, Billerica, MA, for an estimated $300,000.
Purchase of Bruker's Discover 8 X-Ray Diffraction System. The Bruker D8 Discover is a highly versatile diffractometer with highly automated features. This means that changes among measurement setups can be carried out with high precision, with minimal hands-on involvement of the user. For example, in order to perform the multiple measurements mentioned above the user would have to switch x-ray optics and ensure the x-ray beam is properly aligned. Failure to do so would result in erroneous measurement results and corrupted data. The requested system includes the Pathfinder (discussed more later) that allows for tool-free switching of x-ray optics that allow for fast and reliable conversion from one measurement configuration to another with accurate alignment necessary for high-resolution measurements. The system makes it possible to obtain count rates ~ 3 x 10^9 with a divergence ~ 0.03 degrees. The system also includes a high-resolution monochromator crystal that does not require alignment. This monochromator is especially well-suited for epitaxial oxide films that will be studied with count rates of 3 x 10^8 and divergence ~ 0.08 degrees.
No other X-ray diffraction systems have these specifications.
The University has determined that this purchase is only economically available from this source because the item or service is copyrighted or patented and is not available except from the holder of the copyright or patent.

We will hold a public hearing at the date, time and location specified below, if we
receive a request to testify regarding the sole source determination. We will also
hold a hearing if any vendor submits a signed statement showing the capability to
provide the stated supplies/services at or below the amount indicated.
The public hearing allows any interested party the opportunity to testify for or against
the sole source determination as described in this notice. The purpose of the hearing
is to receive information from the public in a reasonable manner. Formal rules of evidence
will not apply. The hearing officer will produce minutes of the hearing and may record
it in order to aid in the production of the minutes. After conclusion of the hearing we
will decide whether the sole source determination was appropriate.
We must receive any request to testify and any vendor statement no later than the
registration date and time indicated below. If we do not receive a timely request or statement, we will not hold
the hearing. We reserve the right to cancel the procurement prior to any scheduled hearing.
