The University awarded a contract for Mounting hardware for GE patient monitors to GE Medical Systems Information Technologies, Inc., Wauwatosa, WI, for an estimated $300,000.
The mounting hardware holds the monitors safely affixed to the wall. If this is not used, the monitors will be on the floor and will be a Joint Commission on Accreditation of Healthcare Organizations (JCAHO) violation and safety hazard. In addition, it will not be visible to the clinical staff to care for patients. This equipment is the mounting hardware that is required to affix the physiological monitoring equipment in the patient rooms. All of the hardware parts are custom to the specific patient monitor models being implemented.
The mounting hardware for 373 monitors must have specific wall channels that are suited to connect with parts on the GE monitors for connection. These parts are designed and custom made for the types of monitors that UI Health has purchased under Exemption Award #618IDM. Specific seismic channels are used and are designated as "hardware". The channels are most significant components of the hardware and must include extension arms that allow the monitor to move to the best location and angle for clinical team viewing, for example the hardware must have VHM-P (Non-Locking) Variable Height Arm with 8"/ 20.3 cm Extension and Slide-In Mounting Plate WS-0012-2 Overall Arm Load Range: 15 to 30 lb / 6.8 to 13.6 kg.
The university, on information and belief, has concluded that only one vendor can meet its need or can meet the need economically. That vendor is GE Medical Systems Information Technologies, Inc. The university has provided detailed justification to support its conclusion as shown on the attached Sole Source Justification Form.
Although the university has presented this as a sole source procurement, we are seeking competitive information from firms with the capability of meeting the university's need (even if performed in a manner different from what has been presented) to contact us and provide sufficient information to show the need can be met. If we receive that information, the Chief Procurement Officer will offer a public hearing to consider the matter. Hearing information is described below.
All sole source hearings under the jurisdiction of the Chief Procurement Officer for Higher Education will be conducted by tele-conference only until the in-person option is reinstated.
The University has determined that this purchase is only economically available from this source because the compatibility of equipment, accessories, replacement parts, or service is a paramount consideration.
