The University awarded a contract for Talent data, targeted advertisements & branding to LinkedIn, Inc., Mountain View, CA, for an estimated $450,000.
In order to attract candidates in a competitive Healthcare landscape, UI Health must communicate our distinct qualities and noble mission, vision and values to a large number of qualified candidates. The purchase of media campaigns/advertisements for passive recruitment strategies has proven to be our best source of leads and dovetails efficiently with our overall employment marketing strategy. It is also important to note that we heed the collective lessons of many years of ineffective media purchases in the Chicagoland area that has proven Linkedln as our number one source of applicant lead generation and is the most effective and efficient solution for our needs. Our relationship with LinkedIn has been extremely effective and has proven to reduce our overall recruitment expenses. Our success was recognized by the University of Illinois System Office, which recently negotiated an agreement for all University of Illinois campuses to utilize the recruitment resources of LinkedIn. This agreement successfully reduced overall costs, while at the same time giving all entities of the System, including the Hospital, unlimited recruiter seats, job postings, and InMail messages. It is our desire to expand this relationship with LinkedIn. "Talent Insights is a talent market data tool that provides access to recruitment data of 675 million users. With this data, the Hospital is able to identify workforce information that we currently only guess and waste valuable time in hiring decisions. For instance, by using Talent Insights, UI Health can determine how many Chief Nursing Officers, holding a doctorate degree, have worked in a Magnet organization and have experience working with labor unions reside in the greater Chicagoland area. If this data set indicates there are very few candidates meeting our needs, we would then focus our efforts to a national search, set an appropriate budget for travel and lodging and attract candidates nationally. This is an invaluable resource to more efficiently focus our recruitment efforts strategically, instead of delaying hiring by numerous job searches. This tool, currently, is not part of the System-wide agreement and one that we find extremely important to our talent sourcing efforts at UI Health to drive hiring strategies and direct workforce plans with insight into the regional talent market. Additionally, the System-wide agreement does not include campaign/advertising budgets, which the Hospital has historically used via previous agreements with LinkedIn. This sole source will add campaign resources and access to Talent Insights, options that have been tremendously successful for the Hospitals talent management strategy. There are no other solutions that exist that would work efficiently with the tools we have in our System-wide agreement with LinkedIn.
The university, on information and belief, has concluded that only one vendor can meet its need or can meet the need economically. That vendor is LinkedIn, Inc. The university has provided detailed justification to support its conclusion as shown on the attached Sole Source Justification Form.
Although the university has presented this as a sole source procurement, we are seeking competitive information from firms with the capability of meeting the university's need (even if performed in a manner different from what has been presented) to contact us and provide sufficient information to show the need can be met. If we receive that information, the Chief Procurement Officer will offer a public hearing to consider the matter. Hearing information is described below.
All sole source hearings under the jurisdiction of the Chief Procurement Officer for Higher Education will be conducted by tele-conference only until the in-person option is reinstated.
The University has determined that this purchase is only economically available from this source because the media is for advertising.

We will hold a public hearing at the date, time and location specified below, if we
receive a request to testify regarding the sole source determination. We will also
hold a hearing if any vendor submits a signed statement showing the capability to
provide the stated supplies/services at or below the amount indicated.
The public hearing allows any interested party the opportunity to testify for or against
the sole source determination as described in this notice. The purpose of the hearing
is to receive information from the public in a reasonable manner. Formal rules of evidence
will not apply. The hearing officer will produce minutes of the hearing and may record
it in order to aid in the production of the minutes. After conclusion of the hearing we
will decide whether the sole source determination was appropriate.
We must receive any request to testify and any vendor statement no later than the
registration date and time indicated below. If we do not receive a timely request or statement, we will not hold
the hearing. We reserve the right to cancel the procurement prior to any scheduled hearing.
