The University awarded a contract for Aristos X-Ray software support & service to Siemens Medical Solutions USA, Inc., Knoxville, TN, for an estimated $34,660.
Continual purchase from Siemens of software support and service for the two Aristos X-Ray machines. Siemens proprietary "Advanced Diagnostic" (AD) Software identifies image problems and expedites trouble shooting. Siemens AD Software is proprietary and not available to 3rd party servicers.
The investment of $ 1.2 million and the critical usage to maximize performance can only be trusted to be serviced and maintained by the original manufacturer. The AD software upgrades and enhancement can only be trusted to be completed by Siemens, the best provider of an integrated solution provider to assure equipment efficiency. Recently Siemens provided a software upgrade that included a contrast-enhancing software tool, offering benefits such as optimizing the dynamic range from the bone to the skin line. The upgrade included two orthopedic software packages which allow orthopedic surgeons to generate, measure, diagnose, and document full leg and spine skeleton images.
The Aristos FX is a specialized robotic like system for Digital Radiographic exams. It is a technically advanced system eliminating the need to reposition the patient for exams. Siemens guarantees 97% uptime of equipment. The uptime of this equipment is important because it can have a affect on revenues. Once an xray machine goes down, and UIHHSS does not have a service agreement in place, the vendor response would not be guaranteed and may take two business days. All Radiology appointments would be cancelled or rescheduled.
The University has determined that this purchase is only economically available from this source because the compatibility of equipment, accessories, replacement parts, or service is a paramount consideration.

We will hold a public hearing at the date, time and location specified below, if we
receive a request to testify regarding the sole source determination. We will also
hold a hearing if any vendor submits a signed statement showing the capability to
provide the stated supplies/services at or below the amount indicated.
The public hearing allows any interested party the opportunity to testify for or against
the sole source determination as described in this notice. The purpose of the hearing
is to receive information from the public in a reasonable manner. Formal rules of evidence
will not apply. The hearing officer will produce minutes of the hearing and may record
it in order to aid in the production of the minutes. After conclusion of the hearing we
will decide whether the sole source determination was appropriate.
We must receive any request to testify and any vendor statement no later than the
registration date and time indicated below. If we do not receive a timely request or statement, we will not hold
the hearing. We reserve the right to cancel the procurement prior to any scheduled hearing.
