The University awarded a contract for Panasonic Arbitrator BWC (Mk2) video units. to CDS Office Technologies (CDS), Springfield, IL, for an estimated $101,500.
CDS Office Technologies (CDS) is the only authorized distributer of Panasonic's Arbitrator products in the state of Illinois who employs a Panasonic Certified Arbitrator Engineer. Certification means that the integrator(s) have gone through deep-dive training with Panasonic staff on the intricacies of configuring, deploying and troubleshooting a BWC solution.

Thereby no other reseller could provide the knowledge and certified support to assure synchronization between the in-car system, the vest video system and the Safe Serv server. This is critical to minimize the point of potential failure. The service location within Illinois is crucial to acceptable response time. No other location can respond withn the University Police policy and guidelines.

The requested hardware and it's SafeServ Software is the only such product which is fully integrated with the Police Department's currently installed In-car video systems, specifically the Panasonic Arbitrator 360 HD Mk3 IVCs. The result of this is that the requested Body Worn video cameras will activate simultaneously with the In-car systems' automatic activation, without action by the police officer. This will result in seamless video production for evidentiary purposes as the resulting videos are permanently associated within the retention and evidence production systems. No other Body Worn Video system will do this.
The University has determined that this purchase is only economically available from this source because the compatibility of equipment, accessories, replacement parts, or service is a paramount consideration.

We will hold a public hearing at the date, time and location specified below, if we receive a request to testify regarding the sole source determination. We will also hold a hearing if any vendor submits a signed statement showing the capability to provide the stated supplies/services at or below the amount indicated.

The public hearing allows any interested party the opportunity to testify for or against the sole source determination as described in this notice. The purpose of the hearing is to receive information from the public in a reasonable manner. Formal rules of evidence will not apply. The hearing officer will produce minutes of the hearing and may record it in order to aid in the production of the minutes. After conclusion of the hearing we will decide whether the sole source determination was appropriate.

We must receive any request to testify and any vendor statement no later than the registration date and time indicated below. If we do not receive a timely request or statement, we will not hold the hearing. We reserve the right to cancel the procurement prior to any scheduled hearing.
