The University awarded a contract for purpose bred, class A beagle/hound to Covance Research Products Inc., Denver, PA for an estimated $150,000.
This recommendation is requesting approval to amend the existing purchase order P0102516 for an increase for providing research animals. Purchase order was issued July 1, 2006 in the amount of $29,500. Increase is necessary due to the new investigator using purpose bred, class A dogs. This request is for the increase of $120, 500 for a total of $150,000 for FY07.
New private investigator (PI) at UIC requires the use of dogs to support research grants from NIH as well as contracts from pharmaceutical companies. BRL is responsible for ordering all PIs animals to support animal based research at UIC. The request to increase the PO is to accommodate the investigator with ongoing research projects requiring the use of dogs. The investigator determines from whom they are going to purchase dogs as there are many issues related to breed, background genetics, weight, sex availability and model system. The new investigator has established the Covance beagle/hound as a model to screen drugs for potential affect on the cardiac function and electrophysiology. Since July 1, 2007 the PI has used 226 beagles from Covance in the last year to establish this model and has upcoming studies that will require an additional 150 dogs during the next 6 months. A purpose bred beagle runs around $575 per dog. The private investigator does not want to consider using dogs from another source because he will have to revalidate his model due to potential genetic differences between dogs from another vendor.
This purchase is only economically available from a single source because the purchase is for research animals and there is only one economically feasible source for these research animals. Research animals will consist of purpose bred; Class A beagle/hound. Research animals must be of specified species, sex, weight, and age in order to accommodate research protocols. These animals must often be purchased from the same vendor inorder to assure consistence and validity of data.
