Comments: The UIC campus's electric and natural gas needs are unique, complex and interdependent on each other. This is because of the two co-generation plants that supply the campus with heating (in the form of steam and high temperature hot water) and electricity. The UIC campus has the capability to either purchase electricity, or purchase natural gas to produce electricity. The choice is based on the campus' (always fluctuating weather-dependent) heating/cooling needs, the (hourly fluctuating) price of electricity, the (daily fluctuating) price of natural gas, the EPA emissions limits of the plants, plant capacity availability due to scheduled/emergency maintenance/repairs, etc.
The campus is a large enough electricity user to consistently be in COMED's top twenty annual customers. In 2009, UIC began purchasing wholesale electricity from the PJM market through Prairieland Energy Inc. (PEI), a University of Illinois related organization (URO). COMED is still the (sole source) local electric distribution company. There is also a tariff-based contract in place to address any excess generated electricity being sold back to COMEDâs grid.
