The University awarded a contract for quick purchase of OCT camera .
This emergency/quick purchase was required due to a situation in which
items available on the spot market or at discounted prices were available for a limited time such that sound business judgment mandated a purchase immediately to take advantage of the availability and price.
This camera was available at a deeply discounted price for a limited time on a first come basis. Sound business judgment mandated an immediate purchase to take advantage of the availability and price. The first come offer is $ 90,000 and the original manufacturer price is $ 145,500.
