The University awarded a contract for legal consultant services .
Professional/Legal consultant services for the Monarch Candidate Conservation Agreement with Assurances (CCAA) program.
This purchase is exempt from the usual selection processes of the Procurement Code because the procurement expenditure is for events or activities paid for exclusively by revenues generated by the event or activity, gifts, or donations for the event or activity, private grants, or any combination thereof. (30 ILCS 500 / 1-13(b)(2)) Perkins Coie has been the primary legal counsel for the Monarch Candidate Conservation Agreement with Assurances (CCAA) since the beginning of the project. This funding will allow Perkins Coie LLP to complete remaining task through December 31, 2020. The increased scope of work has resulted from unexpected issues raised during the public comment period and initial implementation of the CCAA. There have been a number of time-sensitive requests from CCAA applicants and external parties (e.g., Farm Bureau) that require urgent response and legal expertise to address with the U.S. Fish & Wildlife Service. Perkins Coie is best positioned to perform these tasks given their familiarity with the CCAA as well as the parties involved from the U.S. Fish & Wildlife Service and Department of Interior.
