The University awarded a contract for community outreach and media engagement efforts.
The Scope of Work is for community outreach and media engagement efforts to recruit 100 eligible adolescents outside of current primary care recruitment sites to participate in the Path 2 Purpose (P2P): Primary Care and Community-Based Prevention of Mental Disorders in Adolescents study, through alternate channels in designated geographic areas, while also providing mental health resources for teens more broadly nationwide, as described in sponsored program proposal funded by Patient-Centered Outcomes Research Institute (UIC award#094637).
This purchase is exempt from the usual selection processes of the Procurement Code because the procurement expenditure is for performing sponsored research and other sponsored activities under grants and contracts funded by the sponsor or by sources other than State appropriations. (30 ILCS 500 / 1-13(b)(8)) COVID-19 disrupted the launch of the Path 2 Purpose study, which offers two depression prevention and resilience building curriculums aimed at youth ages 13-18: CATCH-IT (Competent Adulthood Transition with Cognitive-behavioral & Interpersonal Training) and TEAMS (Teens Achieving Mastery over Stress). Traditional depression screening and referral outlets that have come through clinics have been cut off. Social distancing has also closed alternate pathways for referral through schools, community centers, and social service organizations. Stay-at-home orders across the country have moved all the content to be offered online. This move creates the need for new avenues for outreach and engagement, as described in sponsored program proposal funded by PCORI. Contract is necessary for performance of funded sponsored program.
