The Completion date of 12/31/19 was an error and should have been processed as 12/31/20, as this is the end date of the sponsored project for which the purchase is being made and data is still expected to be delivered in early 2020 as part of the original exemption.

Additional data to be purchased via this exemption was not determined until September 2019. In October 2019, the faculty member/PI of the project was in discussions with the sponsor to obtain approval on the details for funding and determining data purchase as it related to the project�s research goals.

The University awarded a contract for store scanner data.
Store scanner data at the UPC level to be used in grant-funded research.
This purchase is exempt from the usual selection processes of the Procurement Code because the procurement expenditure is for performing sponsored research and other sponsored activities under grants and contracts funded by the sponsor or by sources other than State appropriations. (30 ILCS 500 / 1-13(b)(8)) Purchasing the store scanner data based on our custom order specifications allowed the University to propose a set of research aims and methodology not previously undertaken that will provide innovative and new evidence. The unique research design has led to the University securing a $595,470 grant.
