The University awarded a contract for eye research services.
The Singapore National Eye Center's (SNEC) Ocular Reading Center (SORC) will provide bilateral reading of color fundus images, inclusive of retinal image grading and autofluorescence image grading for n = 3000 HCHS/SOL subjects. In addition, SORC will provide bilateral reading of all optical coherence tomography (OCT) images, inclusive of macular, retinal nerve fiber layer (RNFL), and optic nerve head (ONH) scans. SERI is the research arm of SNEC that works with researchers around the globe to provide these grading services for research purposes.
This purchase is exempt from the usual selection processes of the Procurement Code because the procurement expenditure is for performing sponsored research and other sponsored activities under grants and contracts funded by the sponsor or by sources other than State appropriations. (30 ILCS 500 / 1-13(b)(8)) SERI's mission is to conduct high-impact eye research that prevents blindness, low vision and major eye diseases. It has paved the way for significant improvements in how eye diseases are treated and prevented, not just for Singaporeans or Asians, but on a global scale.
