The Board of Trustees of U of Illinois Facilities Planning and Programshereby requests sealed bids for construction work on the Noyes Laboratory Organic Laboratory and Library Renovation project at the Urbana-Champaign Campus project.
The project consists of the Division II - Plumbing Work bid only for the upgrade of core building systems, including new water main tap, relocating/rehabilitating the School of Chemical Sciences library from second floor to first floor and creating new organic chemistry laboratory on the second floor. Work shall be conducted in two phases. Phase I will be the Library Work, Phase II will be the Laboratory Work and 2 Classrooms.
Work includes but is not limited to selective plumbing demolition, domestic hot and cold water systems, laboratory gases service system distribution and connection to fume hoods, ventilated workstations, emergency showers, lab fittings and laboratory sinks within the laboratories. Work includes a new water tap at Mathews Street and select specified sanitary systems including drains.
This project includes a project labor agreement that will be executed between the lowest responsive/responsible bidder and the East Central Illinois Building & Construction Trades Council. A copy of the project labor agreement is included in the project bid documents, General Project Requirements.

Each bidder shall prequalify with the owner in accordance with the General Instructions to Bidders (Document 00200). All bidders shall be prequalified with the owner. New bidders that are not prequalified shall prequalify using the owner's web-based Contractor Annual Prequalification System (CAPS)- http://notes.ocp.uiuc.edu:8888/
The project will be administered using the owner's web-based project management system. PRZM was developed to maximize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team collaboration in management and interaction, as well as team member empowerment on a multi-layer security system.
Minimum PRZM user requirements are as follows:
- Personal Computer: Microprocessor speed of 100mhz or higher, 32Mb RAM, and a monitor capable of at least 800 x 600 pixel resolution.
- Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
- E-mail: PRZM requires the user to have a valid e-mail account.
- Software: At various stages of PRZM, users will be required to attach their documents to PRZM.
- Computer-Aided Drawing (CAD) viewer
Bids for Division II - Plumbing Work will be received up to the hour of 2:00 p.m. prevailing time, on September 13, 2005. The owner shall assign the contracts for Contract Divisions II - Plumbing Work to the Contract Division I (General Contractor - previously bid) in accordance with Article 6.2 of the General Conditions. (Refer to Articles 6.2 and 15 of the General Conditions for requirements concerning assignments of contracts.)
Immediately after the closing time for receiving bids, all proposals will be publicly opened, read, and tabulated in Room #127B, Physical Plant Services Building, 1501 S. Oak, Champaign, IL 61820. Noted errors, omissions and defects will be announced. Bids received after closing time will be returned unopened. The public opening and reading is for information only and is not construed as acceptance or rejection of any bid.Bid Acceptance or Rejection
The owner reserves the right to reject any or all bids or any part thereof, to waive any informalities in the bidding, and to accept the bids deemed to be in the best interests of the owner after all bids have been examined and evaluated.Statutory Requirements
