The Board of Trustees of U of Illinois Facilities Planning and Programshereby requests sealed bids for construction work on the Digital Computer Lab CITES Remodel project at the Urbana campus project.

Project Description
Remodeling of 36,600 sf on the basement, 1st and 2nd floors of DCL. Work includes selective demolition of existing partitions, finishes, plumbing, mechanical/electrical systems, etc. New work includes construction of metal study and gypsum board partitions, door and frames, finish hardware, acoustical tile ceilings, resilient tile flooring carpeting, painting and interior accessories. Revisions to existing mechanical/electrical/data/fire alarm systems.

The project will include, by alternate bids, reroofing approximately 21,000 sf of existing ballasted single-ply roofing. Work consists of a complete tear-off of all existing materials to the decking. New materials include insulation and fully adhered EPDM membrane system to provide a completed installation having a 20-year - Total System Warranty.

This project includes a project labor agreement that will be executed between the lowest responsive/responsible bidder and the East Central Illinois Building & Construction Trades Council. A copy of the project labor agreement is included in the project bid documents, General Project Requirements.

The bid documents may be obtained from Dean's Superior Blueprint by depositing a check in the amount of $150 for each set, payable to the professional services consultant.

Prequalification
Each bidder shall prequalify with the owner in accordance with the General Instructions to Bidders (Document 00200).

All bidders shall be prequalified with the owner. New bidders that are not prequalified shall prequalify using the owner's web-based Contractor Annual Prequalification System (CAPS)- http://notes.ocp.uiuc.edu:8888/

The project will be administered using the owner's web-based project management system. PRZM was developed to maximize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team collaboration in management and interaction, as well as team member empowerment on a multi-layer security system.

Minimum PRZM user requirements are as follows:

  • Personal Computer: Microprocessor speed of 100mhz or higher, 32Mb RAM, and a monitor capable of at least 800 x 600 pixel resolution.
  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account
  • Software: At various stages of PRZM, users will be required to attach their documents to PRZM
  • Computer-Aided Drawing (CAD) viewer
Bid Dates
Bid dates have been changed.
Bids for Divisions III through VI (III - Heating A/C Temp Control, IV - Ventilation, V - Electrical & VI - Sprinkler work) will be received up to the hour of 10:00 a.m. prevailing time, on Thursday, May 12, 2005. Bids for Division I - General work will be received up to the hour of 2:00 p.m. prevailing time, on Thursday, May 12, 2005. The owner shall assign the contracts for Contract Divisions III - VI Work to the Contract Division I (General Contractor) in accordance with Article 6.2 of the General Conditions. (Refer to Articles 6.2 and 15 of the General Conditions for requirements concerning assignments of contracts.)

Bid Opening
Immediately after the closing time for receiving bids, all proposals will be publicly opened, read, and tabulated in Room #128, Facilities & Services, 1501 S. Oak, Champaign, IL 61820. Noted errors, omissions and defects will be announced. Bids received after closing time will be returned unopened. The public opening and reading is for information only and is not construed as acceptance or rejection of any bid.

Bid Acceptance or Rejection
The owner reserves the right to reject any or all bids or any part thereof, to waive any informalities in the bidding, and to accept the bids deemed to be in the best interests of the owner after all bids have been examined and evaluated.

Statutory Requirements
The successful bidder will be required to comply with all laws, statutes, regulations, ordinances, rulings or enactments of any governmental authority that are applicable to the work or to the project. The successful bidder shall pay prevailing wages and shall utilize equal employment opportunity hiring practices in connection with this project.

Pre-Bid Meeting
A pre-bid meeting will be held in Room 2517 in the Digital Computer Laboratory at 2:00 p.m. prevailing time on Thursday, April 21, 2005. Representatives of the owner and the professional services consultant will be present to answer questions regarding the project and bidding procedures. All prospective bidders are urged to attend.
