The Board of Trustees of U of Illinois Facilities Planning and Programs hereby requests sealed bids for construction work on the Mechanical Engineering Bldg CEMMS Clean Room Lab Remodeling project at the Urbana campus project.

Project Description
The project consists of: remodeling of an existing 1,600 square foot second floor space, including removal of existing CMU walls and partial mechanical and electrical systems; construction of new partitions, suspended clean room ceilings, vinyl sheet flooring, other finishes, new hollow metal doors, frames and window; new hardware; Mechanical work including new plumbing drains and piping, new air handling units with chiller, temperature control work, new ventilation distribution ductwork with HEPA filter system; new lighting, power and communications systems.

The bid documents may be obtained from Dean's Superior Blueprints by depositing a check in the amount of $75 for each set, payable to the Dean's Superior Blueprints.

Each bidder shall prequalify with the owner in accordance with the General Instructions to Bidders (Document 00200).

All bidders shall be prequalified with the owner. New bidders that are not prequalified shall prequalify using the owner's web-based Contractor Annual Prequalification System (CAPS)-

The project will be administered using the owner's web-based project management system. PRZM was developed to maximize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team collaboration in management and interaction, as well as team member empowerment on a multi-layer security system.

Minimum PRZM user requirements are as follows:

  • Personal Computer: Microprocessor speed of 100mhz or higher, 32Mb RAM, and a monitor capable of at least 800 x 600 pixel resolution.
  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Software: At various stages of PRZM, users will be required to attach their documents to PRZM.
  • Computer-Aided Drawing (CAD) viewer
Bid Dates
Bids for Divisions II (Plumbing) through VI (Sprinkler) work will be received up to the hour of 10:00 a.m. prevailing time, on Thursday, June 16, 2005. Bids for Division I work will be received up to the hour of 10:00 a.m. prevailing time, on Tuesday, June 21, 2005. The owner shall assign the contracts for Contract Divisions II-VI Work to the Contract Division I (General Contractor) in accordance with Article 6.2 of the General Conditions. (Refer to Articles 6.2 and 15 of the General Conditions for requirements concerning assignments of contracts.) Submit all proposals to the owner at:

Bid Opening
Immediately after the closing time for receiving bids, all proposals will be publicly opened, read, and tabulated in Room 143, Facilities & Services, 1501 South Oak Street, Champaign, Illinois. Noted errors, omissions and defects will be announced. Bids received after closing time will be returned unopened. The public opening and reading is for information only and is not construed as acceptance or rejection of any bid.

Bid Acceptance or Rejection
The owner reserves the right to reject any or all bids or any part thereof, to waive any informalities in the bidding, and to accept the bids deemed to be in the best interests of the owner after all bids have been examined and evaluated.

Statutory Requirements
The successful bidder will be required to comply with all laws, statutes, regulations, ordinances, rulings or enactments of any governmental authority that are applicable to the work or to the project. The successful bidder shall pay prevailing wages and shall utilize equal employment opportunity hiring practices in connection with this project.

Pre-Bid Meeting
A pre-bid meeting will be held in Room 143, Mechanical Engineering Building, 1206 West Green Street at 10:00 a.m. prevailing time on, Thursday, June 9, 2005. Representatives of the owner and the professional services consultant will be present to answer questions regarding the project and bidding procedures. All prospective bidders are urged to attend.
