The Board of Trustees of U of Illinois Facilities Planning and Programs hereby requests sealed bids for construction work on the the Illini Union HVAC Upgrade project at the Urbana campus project.

Illini Union HVAC Upgrade

Project Description
This project includes the upgrades of two existing built-up air handling units at the Illini Union Building.

Heating & Ventilating Work includes removal and replacement of existing built-up air handling unit casings, coils, temperature controls, and selective areas of the existing mixed air plenums. Existing utility-type supply and return air fans shall remain and be internally cleaned, balanced, and re-insulated. Direct digital control (DDC) shall be provided for new air handling unit components and existing supply and return fans. A new heating water system shall be provided as heating media for air handling unit heating coils.

Electrical work includes miscellaneous power, lighting, and fire alarm work in support of upgrades to air handling units and replacement of existing electrical panels and associated feeder for Mechanical Room.

This project includes a Project Labor Agreement that will be executed between the lowest responsive/responsible bidder and the East Central Building & Construction Trades Council. A copy of the Project Labor Agreement is included in the project bid documents, General Project Requirements.

Prequalification
Each bidder shall prequalify with the owner in accordance with the General Instructions to Bidders (Document 00200).

All Bidders shall be prequalified with the owner. New bidders that are not prequalified shall prequalify using the owner's web-based Contractor Annual Prequalification System (CAPS)- http://notes.ocp.uiuc.edu:8888/

Note
The project will be administered using the owner's web-based project management system. PRZM was developed to maximize the potential of the internet in allowing project team members to access and exchange project information. PRZM supports team collaboration in management and interaction, as well as team member empowerment on a multi-layer security system.

Minimum user requirements for using PRZM are as follows

  • Personal Computer: Microprocessor speed of 100mhz or higher, 32Mb RAM, and a monitor capable of at least 800 x 600 pixel resolution.
  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Software: At various stages of PRZM, users will be required to attach their documents to PRZM
  • Computer-Aided Drawing (CAD) viewer
Bid Dates
Bids for Divisions III and V work will be received up to the hour of 10:00 a.m. prevailing time, on Thursday, January 13, 2005. Bids for Division IV work will be received up to the hour of 3:00 p.m. prevailing time, on Thursday, January 13, 2005. The owner shall assign the contracts for Contract Divisions III and V Work to the Contract Division IV (Ventilation Contractor) in accordance with Article 6.2 of the General Conditions. Bid Opening
Immediately after the closing time for receiving bids, all proposals will be publicly opened, read, and tabulated at Facilities & Services, Physical Plant Services Building - Room 128, 1501 S. Oak Street, Champaign, IL 61820. Noted errors, omissions and defects will be announced. Bids received after closing time will be returned unopened. The public opening and reading is for information only and is not construed as acceptance or rejection of any bid.

Bid Acceptance or Rejection
The owner reserves the right to reject any or all bids or any part thereof, to waive any informalities in the bidding, and to accept the bids deemed to be in the best interests of the owner after all bids have been examined and evaluated.

Statutory Requirements
The successful bidder will be required to comply with all laws, statutes, regulations, ordinances, rulings or enactments of any governmental authority that are applicable to the work or to the project. The successful bidder shall pay prevailing wages and shall utilize equal employment opportunity hiring practices in connection with this project.

Bids will be received up to the hour of 3:00 PM local time, on Thursday, January 13, 2005. Immediately after closing time for receiving bids, they will be opened publicly and read.

Pre-Bid Meeting
A pre-bid conference will be held in the 4NE Mechanical Room of the Illini Union Building, 1401 W. Green St., Urbana, IL 61801 at 10:00 a.m. prevailing time on January 4, 2005. Representatives of the owner and the professional services consultant will be present to answer questions regarding the project and bidding procedures. All prospective bidders are urged to attend.
