The Board of Trustees of U of Illinois Facilities Planning and Programs hereby requests sealed bids for construction work on the ISR Townsend Hall Elevator replacement project at the Urbana campus project.

Project Description
The project consists of the removal of two existing 6-stop hydraulic elevators and replacement in the same hoistways, including redrilling of the existing jack casings. The existing hoistways shall be extended at the roof line to meet current code requirements. Ancillary work includes mechanical and electrical work.

The Contractor will ONLY have access to the site for construction as follows:
South elevator - Start May 16, 2005 - Substantial Completion - August 5, 2005
North elevator - Start May 15, 2006 - Substantial Completion - August 4, 2006

The project includes a project labor agreement that will be executed between the lowest responsive/responsible bidder and the East Central Illinois Building & Construction Trades Council. A copy of the project labor agreement is included in the project bid documents, General Project Requirements.

The bid documents may be obtained from the Professional Services Consultant by depositing a check in the amount of $50 for each set, payable to the Professional Services Consultant.

Each bidder shall prequalify with the owner in accordance with the General Instructions to Bidders (Document 00200).

The project will be administered using the owner's web-based project management system. PRZM was developed to maximize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team collaboration in management and interaction, as well as team member empowerment on a multi-layer security system.

Minimum user requirements are as follows:

  • Personal Computer: Microprocessor speed of 100mhz or higher, 32Mb RAM, and a monitor capable of at least 800 x 600 pixel resolution.
  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Software: At various stages of PRZM, users will be required to attach their documents to PRZM.
  • Computer-Aided Drawing (CAD) viewer
Bid Dates
Bids for Divisions II through V work will be received up to the hour of 10:00 a.m. prevailing time, on Tuesday, December 14, 2004. Bids for Division I work will be received up to the hour of 2:00 p.m. prevailing time, on Tuesday, December 14, 2004. The owner shall assign the contracts for Contract Divisions II - V Work to the Contract Division I (General Contractor) in accordance with Article 6.2 of the General Conditions. Bid Opening
Immediately after the closing time for receiving bids, all proposals will be publicly opened, read, and tabulated in Conference Room #128, Physical Plant Services Building (Facilities & Services), 1501 S. Oak Street, Champaign, Illinois. Noted errors, omissions and defects will be announced. Bids received after closing time will be returned unopened. The public opening and reading is for information only and is not construed as acceptance or rejection of any bid.

Bid Acceptance or Rejection
The owner reserves the right to reject any or all bids or any part thereof, to waive any informalities in the bidding, and to accept the bids deemed to be in the best interests of the owner after all bids have been examined and evaluated.

Statutory Requirements
The successful bidder will be required to comply with all laws, statutes, regulations, ordinances, rulings or enactments of any governmental authority that are applicable to the work or to the project. The successful bidder shall pay prevailing wages and shall utilize equal employment opportunity hiring practices in connection with this project.

Bids will be received up to the hour of 2:00 PM local time, on Tuesday, December 14, 2004. Immediately after closing time for receiving bids, they will be opened publicly and read.

Pre-Bid Conference
A pre-bid conference will be held in Room #26, Illinois Street Residence Hall, 918 W. Illinois St., Urbana, IL (enter at the loading dock and proceed downstairs to basement) at 10:00 a.m. prevailing time on Tuesday, December 7, 2004. Representatives of the owner and the professional services consultant will be present to answer questions regarding the project and bidding procedures. All prospective bidders are urged to attend.
