The Board of Trustees of U of Illinois Facilities Planning and Programs hereby requests sealed bids for construction work on the the Instructional Space Improvements 2005 - Chem Annex 112 & Natural History Building 291/295 project at the Urbana, IL project.

Project Description
The project at Chem Annex will consists of remodeling a 200 s.f. lecture hall including replacing finishes, new seating, new ceiling, new doors, new projection screens and equipment, new lighting. Exterior work includes new handicapped entrance ramp and modifications to existing doors.

Natural History Building consists of converting two classrooms into one 950 s.f. lecture hall including replacing finishes, new seating, new ceiling, new doors, new projection screens and equipment, new motorized chalk boards, new lighting and power distribution, heating and AC modifications including ductwork and mechanical unit.

This project includes a project labor agreement that will be executed between the lowest responsive/responsible bidder and the East Central Building & Construction Trades Council. A copy of the project labor agreement is included in the project bid documents, General Project Requirements.

Bid documents have been prepared by Gorski Reifsteck Architects, 909 Arrow Road, (217) 351-4100, hereinafter referred to as the Professional Services Consultant. The bid documents may be obtained from the Professional Services Consultant by depositing a check in the amount of $50 for each set, payable to the Professional Services Consultant.

Prequalification
Each bidder shall prequalify with the owner in accordance with the General Instructions to Bidders (Document 00200).

All bidders shall be prequalified with the owner. New bidders that are not prequalified shall prequalify using the owner's web-based Contractor Annual Prequalification System (CAPS)- http://notes.ocp.uiuc.edu:8888/

The project will be administered using the owner's web-based project management system. PRZM was developed to maximize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team collaboration in management and interaction, as well as team member empowerment on a multi-layer security system.

Minimum PRZM user requirements are as follows:

  • Personal Computer: Microprocessor speed of 100mhz or higher, 32Mb RAM, and a monitor capable of at least 800 x 600 pixel resolution.
  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Software: At various stages of PRZM, users will be required to attach their documents to PRZM.
  • Computer-Aided Drawing (CAD) viewer
Bid Dates
Bids for Divisions II through V (Plumbing, Heating A/C Temp Control, Ventilation & Electrical work) will be received up to the hour of 10:00 a.m. prevailing time, on Friday, March 18, 2005. Bids for Division I (General) work will be received up to the hour of 2:00 p.m. prevailing time, on Friday, March, 18, 2005. The Owner shall assign the contracts for Contract Divisions II - V Work to the Contract Division I (General Contractor) in accordance with Article 6.2 of the General Conditions. (Refer to Articles 6.2 and 15 of the General Conditions for requirements concerning assignments of contracts.) Submit all proposals to the Owner at:

Bid Opening
Immediately after the closing time for receiving bids, all proposals will be publicly opened, read, and tabulated in Room #143, Physical Plant Services Building, 1501 S. Oak Street, Champaign, IL 61820. Noted errors, omissions and defects will be announced. Bids received after closing time will be returned unopened. The public opening and reading is for information only and is not construed as acceptance or rejection of any bid.

Bid Acceptance or Rejection
The owner reserves the right to reject any or all bids or any part thereof, to waive any informalities in the bidding, and to accept the bids deemed to be in the best interests of the owner after all bids have been examined and evaluated.

Statutory Requirements
The successful bidder will be required to comply with all laws, statutes, regulations, ordinances, rulings or enactments of any governmental authority that are applicable to the work or to the project. The successful bidder shall pay prevailing wages and shall utilize equal employment opportunity hiring practices in connection with this project.

Bids will be received up to the hour of 2:00 PM local time, on Friday, March 18, 2005. Immediately after closing time for receiving bids, they will be opened publicly and read.

Pre-Bid Meeting
A pre-bid meeting will be held in Room #112 Chem Annex, 601 S. Mathews, Urbana, IL 61801, at 1:00 p.m. prevailing time on Thursday, March 3, 2005. Representatives of the Owner and the Professional Services Consultant will be present to answer questions regarding the project and bidding procedures. All prospective bidders are urged to attend.
