The Board of Trustees of U of Illinois Facilities Planning and Programs hereby requests sealed bids for construction work on the WILL Tower Renovation project at the Urbana-Champaign campus project.

Project Description
This project will consist of a 1,023 ft. tall, Guyed WILL FM/Television Transmission Tower. The work will include: tower remediation work, including the addition of secondary horizontals, guy pulloffs, guys (adding new and replacing existing), guy anchors, fencing around guy anchors (new and existing), painting of the tower, grounding, and other minor electrical wiring.

Bid documents have been prepared by Hanson Professional Services, Inc., 1525 S. 6th St., Springfield, IL 62703, the professional services consultant. The bid documents may be obtained from them by depositing a check in the amount of $25 for each set, payable to them.

Prequalification
Each bidder shall prequalify with the owner in accordance with the General Instructions to Bidders (Document 00200).

All bidders shall be prequalified with the owner. New bidders that are not prequalified shall prequalify using the owner's web-based Contractor Annual Prequalification System (CAPS)- http://notes.ocp.uiuc.edu:8888/

The project will be administered using the owner's web-based project management system. PRZM was developed to maximize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team collaboration in management and interaction, as well as team member empowerment on a multi-layer security system.

Minimum PRZM user requirements are as follows:

  • Personal Computer: Microprocessor speed of 100mhz or higher, 32Mb RAM, and a monitor capable of at least 800 x 600 pixel resolution.
  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Software: At various stages of PRZM, users will be required to attach their documents to PRZM.
  • Computer-Aided Drawing (CAD) viewer
Bid Dates
Bids for Division 5 (Electrical) work will be received up to the hour of 10:00 a.m. prevailing time, on Thursday, August 4, 2005. Bids for Division 44 (Other) work will be received up to the hour of 2:00 p.m. prevailing time, on Thursday, August 4, 2005. The owner shall assign the contracts for Contract Division 5 ? Electrical Work to the Contract Division 44 (Other Contractor) in accordance with Article 6.2 of the General Conditions. (Refer to Articles 6.2 and 15 of the General Conditions for requirements concerning assignments of contracts.) Submit all proposals to the Owner at:

Bid Opening
Immediately after the closing time for receiving bids, all proposals will be publicly opened, read, and tabulated at in Room #143 (Div. 5) and in Room #127B (Div. 44) of Facilities & Services, 1501 S. Oak Street, Champaign, Illinois, 61820. Noted errors, omissions and defects will be announced. Bids received after closing time will be returned unopened. The public opening and reading is for information only and is not construed as acceptance or rejection of any bid.

Bid Acceptance or Rejection
The owner reserves the right to reject any or all bids or any part thereof, to waive any informalities in the bidding, and to accept the bids deemed to be in the best interests of the owner after all bids have been examined and evaluated.

Statutory Requirements
The successful bidder will be required to comply with all laws, statutes, regulations, ordinances, rulings or enactments of any governmental authority that are applicable to the work or to the project. The successful bidder shall pay prevailing wages and shall utilize equal employment opportunity hiring practices in connection with this project.

Pre-Bid Meeting
A mandatory pre-bid meeting will be held at the project site at 10:00 a.m. prevailing time on Thursday, July 28, 2005. Representatives of the owner and the professional services consultant will be present to answer questions regarding the project and bidding procedures. All prospective bidders are required to attend.
