Bid Document Sources
Bid documents have been prepared by SmithGroup, Inc., 30 West Monroe, Suite 1010, Chicago, Illinois 60603, 312-641-0770, the professional services consultant. The bid documents may be obtained, starting May 22, 2006, from Cushing & Color Chicago, 420 W. Huron, Chicago, Illinois 60610; 312-266-8228, 312-799-8342; by depositing a check in the amount of $100 for each set, payable to them.

Each bidder shall prequalify with the owner in accordance with the General Instructions to Bidders (Document 00200). If applicable, the project-specific prequalification (Document 00250) deadline is 4:00 p.m. prevailing time on Friday, June 02, 2006.
All bidders shall be prequalified with the owner. New bidders that are not prequalified shall prequalify using the owner's web-based Contractor Annual Prequalification System (CAPS)-
The project will be administered using the owner's web-based project management system. PRZM was developed to maximize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team collaboration in management and interaction, as well as team member empowerment on a multi-layer security system.
Minimum PRZM user requirements are as follows:
  • Personal Computer: Microprocessor speed of 100mhz or higher, 32Mb RAM, and a monitor capable of at least 800 x 600 pixel resolution.
  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Software: At various stages of PRZM, users will be required to attach their documents to PRZM.
  • Computer-Aided Drawing (CAD) viewer
Pre-Bid Meeting
A pre-bid meeting will be held in the 1st Floor Lobby of Grant Hall, 703 South Morgan Street, Chicago, Illinois at 10:30 AM prevailing time on Tuesday, May 30, 2006. Representatives of the owner and the professional services consultant will be present to answer questions regarding the project and bidding procedures. All prospective bidders are urged to attend.
Bid Opening
Immediately after the closing time for receiving bids, all proposals will be publicly opened, read, and tabulated at Office For Capital Programs, 1140 South Paulina Street, Room 244, Chicago, Illinois 60612. Bids received after closing time will be returned unopened. The public opening and reading is for information only and is not construed as acceptance or rejection of any bid.
Bid Acceptance or Rejection
The owner reserves the right to reject any or all bids or any part thereof, to waive any informalities in the bidding, and to accept the bids deemed to be in the best interests of the University of Illinois after all bids have been examined and evaluated.
Statutory Requirements
The successful bidder will be required to comply with all laws, statutes, regulations, ordinances, rulings or enactments of any governmental authority that are applicable to the work or to the project. The successful bidder shall pay prevailing wages and shall utilize equal employment opportunity hiring practices in connection with this project.
