Project Description
The scope of work includes the following: Demolition and removal of (5) existing HVAC units and existing concrete pads; removal and reinstallation of some ceiling tiles; possible relocation of domestic plumbing lines and pumps; installation of hot and chilled water piping; draining, flushing and refill of hot water system; new hot water filtration system; new filtration/chemical treatment system; new chilled water pump; installation of one 40 ton chiller and drycooler; Provide new curbs for chiller and drycooler; install of (5) new AHUs; supply and install of new concrete pads for AHUs; supply and install of new exhaust/return/OA dampers; reconfiguration of ductwork; relocation of electrical and fire alarm conduits; added electrical power supply; furnish and installation of new VFD; new DDC for AHUs, new chiller package and new pump for Unit S1; new controls on floors.

The Owner shall assign the contracts for Contract Divisions 3-Heating/AC, Division 4-Ventilation Work, Division 5-Electrical Work, and Division 7-Temperature Control Work to the Contract Division number (1 - General Contractor) in accordance with Article 6.2 of the General Conditions. (Refer to Articles 6.2 and 15 of the General Conditions for requirements concerning assignments of contracts.)

Bid Document Sources
Bid documents have been prepared by University Personnel, 1140 South Paulina Street, Room 135, Chicago, IL 60612, Ph: 312-996-0303, hereinafter referred to as the Professional Services Consultant. The bid documents may be obtained from the Professional Services Consultant by depositing a check in the amount of $50.00 for each set, payable to the Professional Services Consultant OR non-cash plan deposit programs which are guaranteed by contractor associations are acceptable.

Prequalification
Each bidder shall prequalify with the Owner in accordance with the General Instructions to Bidders (Document 00200). If applicable, the project-specific prequalification (Document 00250) deadline is 4:00 p.m. prevailing time on Friday, May 22, 2009.

All bidders shall be prequalified with the Owner. New bidders that are not prequalified shall prequalify using the Owner's web-based Contractor Annual Prequalification System (CAPS)- http://przm.apps.uillinois.edu/

The project will be administered using the owner's web-based project management system. PRZM was developed to maximize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team collaboration in management and interaction, as well as team member empowerment on a multi-layer security system.
Minimum PRZM user requirements are as follows:
  • Personal Computer: Microprocessor speed of 100mhz or higher, 32Mb RAM, and a monitor capable of at least 800 x 600 pixel resolution.
  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Software: At various stages of PRZM, users will be required to attach their documents to PRZM.
  • Computer-Aided Drawing (CAD) viewer
Pre-Bid Meeting
A pre-bid meeting will be held in the EPASW Building, 1040 West Harrison St., Chicago, IL 60607 at 10:00 a.m. prevailing time on Thursday, May 28, 2009. Representatives of the Owner and the Professional Services Consultant will be present to answer questions regarding the project and bidding procedures. All prospective bidders are urged to attend.

Bid Opening
Immediately after the closing time for receiving bids, all proposals will be publicly opened, read, and tabulated at 1140 S. Paulina St., Room 244. Noted errors, omissions and defects will be announced. Bids received after closing time will be returned unopened. The public opening and reading is for information only and is not construed as acceptance or rejection of any bid.

Bid Acceptance or Rejection
The owner reserves the right to reject any or all bids or any part thereof, to waive any informalities in the bidding, and to accept the bids deemed to be in the best interests of the owner after all bids have been examined and evaluated.

Statutory Requirements
The successful bidder will be required to comply with all laws, statutes, regulations, ordinances, rulings or enactments of any governmental authority that are applicable to the work or to the project. The successful bidder shall pay prevailing wages and shall utilize equal employment opportunity hiring practices in connection with this project.

Any firm or individual who wishes to submit a bid in response to this solicitation must make the State Board of Elections Certification required by Public Act 95-971. The certification is included in Bid Document 00300. If you do not make the certification and if required, attach a copy of the Certificate of Registration from the State Board of Elections to your bid, then your bid cannot, by law, be accepted by the University.

Note:
If you do $50,000 worth of business annually with the State of Illinois, including the state universities, you are required to register with the State Board of Elections and obtain from them a certificate confirming your registration. Responses to Invitations to Bid, Requests for Proposals, Requests for Information, and all other types of procurement solicitations are included in the calculation of this $50,000 annual amount, whether you receive a resulting award or not. If you do less than $50,000 worth of business annually, you may be exempt from the registration requirement.

This transaction is subject to the State Board of Elections registration and certification requirements of Public Act 095-0971.
