Project Description
This advertisement is for the award of a Job Order Contract (hereinafter called JOC). A JOC is a competitively bid, indefinite quantity Contract. It includes a collection of detailed new construction, renovation and repair tasks and specifications with pre-established unit prices. This contract is intended for the new construction, renovation and repairs of the University of Illinois at Chicago facilities located in Cook County. Ordering is accomplished by means of issuance of a Work Order against the Contract.

Under the JOC concept, the University provides a definition of work scope/or scope documents and the Contractor furnishes all management, documentation, design and incidental drawings, as required; labor, materials, supplies, parts (to include system components), transportation, equipment and supervision needed to perform the work as required.

The JOC(s) awarded under this solicitation will have a minimum value of $25,000 and a potential maximum value of $2,000,000 per term. The base term will be from the date of award to June 30, 2010. The Contract(s) will include an option for four (4) additional one-year terms, which can be unilaterally exercised by the University upon the expiration of 12 months or achievement of the maximum value of the base term and or option terms. The estimated maximum value of each option term shall be $2,000,000 plus any carry over amounts from the base term or any option term(s). It is the current intention of the University to award one or more Job Order Contract(s) under this solicitation. However, the Owner reserves the right to make additional awards under this solicitation for a period of 180 days after the opening of bids. The University reserves the right to award and use multiple Job Order Contracts.

Bid documents have been prepared by The Gordian Group, 140 Bridges Road, Suite E, Mauldin, South Carolina 29662, (312) 502-6730, hereinafter referred to as the Professional Services Consultant. The bid documents may be obtained from Prudence Smith, Facilities Management Department, 1140 S. Morgan Street, Room 146P, Chicago, Illinois, (312) 996-6645, free of charge for one (1) set on or after Wednesday, April 1, 2009. The Bidder may obtain additional copies by paying the printing costs directly to the printing company.

Prequalification
Each bidder shall prequalify with the Owner in accordance with the General Instructions to Bidders (Document 00200). If applicable, the project-specific prequalification (Document 00250) deadline is 4:00 p.m. prevailing time on Friday, April 17, 2009.

All bidders shall be prequalified with the Owner. New bidders that are not prequalified shall prequalify using the Owner's web-based Contractor Annual Prequalification System (CAPS)- http://przm.apps.uillinois.edu/

Pre-Bid Meeting
A MANDATORY pre-bid meeting will be held in the Facilities Management Building, 1140 South Morgan Street, Chicago, Illinois at 10:00 a.m., prevailing time on Wednesday, April 8, 2009. Representatives of the Owner and the Professional Services Consultant will be present to answer questions regarding the project and bidding procedures. Bidders who fail to attend this mandatory pre-bid meeting will not be allowed to bid on this project.

Bid Opening
Immediately after the closing time for receiving bids, all proposals will be publicly opened, read, and tabulated in the Facilities Management Building, 1140 South Morgan Street, Chicago, Illinois. Noted errors, omissions and defects will be announced. Bids received after closing time will be returned unopened. The public opening and reading is for information only and is not construed as acceptance or rejection of any bid.

Bid Acceptance or Rejection
The owner reserves the right to reject any or all bids or any part thereof, to waive any informalities in the bidding, and to accept the bids deemed to be in the best interests of the owner after all bids have been examined and evaluated.

Statutory Requirements
The successful bidder will be required to comply with all laws, statutes, regulations, ordinances, rulings or enactments of any governmental authority that are applicable to the work or to the project. The successful bidder shall pay prevailing wages and shall utilize equal employment opportunity hiring practices in connection with this project.

Any firm or individual who wishes to submit a bid in response to this solicitation must make the State Board of Elections Certification required by Public Act 95-971. The certification is included in Bid Document 00300. If you do not make the certification and if required, attach a copy of the Certificate of Registration from the State Board of Elections to your bid, then your bid cannot, by law, be accepted by the University.

Note:
If you do $50,000 worth of business annually with the State of Illinois, including the state universities, you are required to register with the State Board of Elections and obtain from them a certificate confirming your registration. Responses to Invitations to Bid, Requests for Proposals, Requests for Information, and all other types of procurement solicitations are included in the calculation of this $50,000 annual amount, whether you receive a resulting award or not. If you do less than $50,000 worth of business annually, you may be exempt from the registration requirement.

Information on how to submit copies of the registration certificate to the Chief Procurement Officer for Higher Education is available at the Illinois Public Higher Education Procurement Bulletin website (http://www.procure.stateuniv.state.il.us ).

This transaction is subject to the State Board of Elections registration and certification requirements of Public Act 095-0971.
