Bids for Divisions 3 - Heating/AC work, Division 4 - Ventilation Work, and Division 5 - Electrical Work will be received up to the hour of 10:00 a.m. prevailing time, on Tuesday, April 4, 2006. Bids for Division 1 - General Work will be received up to the hour of 2:00 p.m. prevailing time, on Tuesday, April 4, 2006.

Bid Opening
Immediately after the closing time for receiving all bids, all proposals will be publicly opened, read, and tabulated for Divisions 3 thru 5 in Room 128, and Division 1 in Room 143 of the Physical Plant Services Building, 1501 S. Oak Street, Champaign, IL 61820.

Project Description
The base bid for this project involves 600 SF anechoic chamber enclosure addition to the fourth floor of Everitt Laboratory consisting of GWB, metal studs, bar joists, EPDM roofing and clad metal closure with associated heating, piping, refrigeration and temperature control, ventilation and distribution and electrical work. Base bid to include replacement of approximately 24 wood doors with rated wood and HM doors and hardware and 6 new fire partitions with new double HM doors and frames. Base bid will include tear roof and replacement of approximately 1520 SF of ballasted EPDM roofing and insulation.

The 0wner shall assign the contracts for Contract Divisions 3, 4, and 5 Work to the Contract Division 1 (General Contractor) in accordance with Article 6.2 of the General Conditions. (Refer to Articles 6.2 and 15 of the General Conditions for requirements concerning assignments of contracts.)
An alternate bid will be taken for a new 280 SF exterior pedestrian link from the existing elevator penthouse to the main building and will consist of GWB, metal studs, bar joists, EPDM roofing and clad metal closure with associated heating, piping, refrigeration and temperature control, ventilation and distribution and electrical work. Minor tear off and replacement of ballasted EPDM roofing and insulation will be required.

An additional alternate bid will be taken to extend the existing pneumatic elevator one more stop to the fourth floor including extension of the brick and block elevator penthouse.
This project includes a project labor agreement that will be executed between the lowest responsive/responsible bidder and the East Central Building and Construction Trades Council. A copy of the project labor agreement is included in the project bid documents, General Project Requirements.

This project will be managed using the owner's web-based construction project management system "PRZM".
Bid Document Sources
Bid documents have been prepared by Gorski Reifsteck Architects, 909 Arrow Road, Champaign, IL 61821, (217) 351-4100, the professional services consultant. The bid documents may be obtained from them by depositing a check made payable to them in the amount of $75 OR non-cash plan deposit programs which are guaranteed by contractor associations are acceptable.

Prequalification
Each bidder shall prequalify with the owner in accordance with the General Instructions to Bidders (Document 00200).

All bidders shall be prequalified with the owner. New bidders that are not prequalified shall prequalify using the owner's web-based Contractor Annual Prequalification System (CAPS)- http://notes.ocp.uiuc.edu:8888/
Pre-Bid Meeting
A pre-bid meeting will be held at 10:00 a.m. prevailing time, Tuesday, March 21, 2006 in room 365 Everitt Laboratory, 1406 W. Green Street, Urbana, IL 61802. Representatives of the owner and the professional services consultant will be present to answer questions regarding the project and bidding procedures. All prospective bidders are urged to attend.
Bid Opening
Immediately after the closing time for receiving bids, all proposals will be publicly opened, read, and tabulated for Divisions 3 through 5 in Room 128 and Division 1 in Room 143 Physical Plant Services Building, 1501 S. Oak Street, Champaign, IL 61820. Noted errors, omissions and defects will be announced. Bids received after closing time will be returned unopened. The public opening and reading is for information only and is not construed as acceptance or rejection of any bid.
Bid Acceptance or Rejection
The owner reserves the right to reject any or all bids or any part thereof, to waive any informalities in the bidding, and to accept the bids deemed to be in the best interests of the Owner after all bids have been examined and evaluated.
Statutory Requirements
The successful bidder will be required to comply with all laws, statutes, regulations, ordinances, rulings or enactments of any governmental authority that are applicable to the work or to the project. The successful bidder shall pay prevailing wages and shall utilize equal employment opportunity hiring practices in connection with this project.
