Project Description
The project consists of construction of an 8,000 sq. ft. addition to the existing Atkins Tennis Center housing a pro shop, team locker room, public restrooms, storage, and a mechanical room. Construction is slab on grade, pre-cast concrete exterior walls, interior masonry load bearing partition and steel bar joists with metal decking and a single ply membrane roof. Site work includes construction of 12 outdoor tennis courts, lighted and developed for competition play. At the existing Eichelberger Field softball complex construct a new press box (approx. 800 sq. ft.), a new restroom/concession building (approx. 1300 sq. ft.) and a new locker room/training building (approx. 3500 sq. ft.) using brick and block masonry bearing construction over a slab on grade with steel joists, metal deck and membrane roofing. A new parking lot, a storm water detention having certain utility extensions and other site improvements encompass the broad scope of the project.

This project includes a project labor agreement that will be executed between the lowest responsive/responsible bidder and the East Central Building & Construction Trades Council. A copy of the project labor agreement is included in the project bid documents, General Project Requirements.

The owner shall assign the contracts for Contract Division 2-Plumbing Work, Division 3-Heating A/C Temp Control Work, Division 4-Ventilation Work, Division 5-Electrical Work and Division 6-Sprinkler Work to Contract Division 1 (General Contractor) in accordance with Article 6.2 of the General Conditions. (Refer to Articles 6.2 and 15 of the General Conditions for requirements concerning assignments of contracts.)

The bid documents may be obtained from Dean's Superior Blueprint by depositing a check in the amount of $200 for each set, payable to them OR non-cash plan deposit programs which are guaranteed by contractor associations are acceptable. 5 sets max. for pre-qualified General Contractors: 3 sets max. for pre-qualified Divisions 2-6 Contractors. Must be pre-qualified.

Prequalification
All bidders shall be prequalified with the owner. New bidders that are not prequalified shall prequalify using the owner's web-based Contractor Annual Prequalification System (CAPS) - http://notes.ocp.uiuc.edu:/.


The project will be administered using the owner's web-based project management system. PRZM was developed to maximize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team collaboration in management and interaction, as well as team member empowerment on a multi-layer security system.
Minimum PRZM user requirements are as follows:
  • Personal Computer: Microprocessor speed of 100mhz or higher, 32Mb RAM, and a monitor capable of at least 800 x 600 pixel resolution.
  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Software: At various stages of PRZM, users will be required to attach their documents to PRZM.
  • Computer-Aided Drawing (CAD) viewer
Pre-Bid Meeting
A pre-bid meeting will be held at the Executive Conference Room, 2nd Floor, Bielfeldt Building, 1700 S. Fourth St., Champaign at 1:30 PM prevailing time on March 20, 2007. Representatives of the owner and the professional services consultant will be present to answer questions regarding the project and bidding procedures. All prospective bidders are urged to attend.
Bid Opening
Immediately after the closing time for receiving bids, proposals for Divisions 2-6 will be publicly opened, read, and tabulated at Conference Room 128, Physical Plant Service Building, 1501 S Oak St., Champaign. Immediately after the closing time for receiving bids, proposals for Division 1 will be publicly opened, read, and tabulated at Conference Room 143, Physical Plant Service Building, 1501 S Oak St., Champaign.Noted errors, omissions and defects will be announced. Bids received after closing time will be returned unopened. The public opening and reading is for information only and is not construed as acceptance or rejection of any bid.

Bid Acceptance or Rejection
The owner reserves the right to reject any or all bids or any part thereof, to waive any informalities in the bidding, and to accept the bids deemed to be in the best interests of the owner after all bids have been examined and evaluated.

Statutory Requirements
The successful bidder will be required to comply with all laws, statutes, regulations, ordinances, rulings or enactments of any governmental authority that are applicable to the work or to the project. The successful bidder shall pay prevailing wages and shall utilize equal employment opportunity hiring practices in connection with this project.
