Division 1 - General Work has been changed to Division 16 - Demolition Work. In addition, contract divisions 2-5 will now be assigned to the Division 16 Contractor.

Project Description
This project consists of demolition of all interior finishes and partitions, heating, ventilation, plumbing and electrical systems within existing dining hall facility. Demolition of existing entrance canopy, entrance vestibule, stairs from main level to lower level and associated finishes and structure. Also, demolition to accommodate new floor openings for ductwork as noted on drawings.

Some salvage of interior wood paneling and kitchen exhaust hoods is required.

Temporary conditions consisting of, but not limited to, new entry doors, ramps and protective fencing are to be installed during this phase and are to remain through new construction phase.

This project includes a project labor agreement that will be executed between the lowest responsive/responsible bidder and the East Central Building & Construction Trades Council. A copy of the project labor agreement is included in the project bid documents, General Project Requirement.

This project will be managed using the Owners web-based Construction Project Management System PRZM.

Divisions 2 -Plumbing work, 3 -Heating A/C work, 4 -Ventilation work, and 5 -Electrical work. The owner shall assign the contracts for Contract Divisions 2 - 5 to Contract Division 16 (Demolition Contractor) in accordance with Article 6.2 of the General Conditions. (Refer to Articles 6.2 and 15 of the General Conditions for requirements concerning assignments of contracts.)
Bid Document Sources
Bid documents have been prepared by DeStefano and Partners, Ltd., 445 E. Illinois St., Suite 250, Chicago, IL 60611, (312) 836-4321, the professional services consultant. The bid documents may be obtained from them by depositing a check in the amount of $200 for each set, payable to them OR non-cash plan deposit programs which are guaranteed by contractor associations are acceptable. Limit 5 sets to prime contractors, and 3 sets for assigned contractors. No partial sets permitted. (All returns are to Dean's Superior Blueprint).

Prequalification
Each bidder shall prequalify with the Owner in accordance with the General Instructions to Bidders (Document 00200).

All bidders shall be prequalified with the owner. New bidders that are not prequalified shall prequalify using the owner's web-based Contractor Annual Prequalification System (CAPS)- http://notes.ocp.uiuc.edu:/.

The project will be administered using the owner's web-based project management system. PRZM was developed to maximize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team collaboration in management and interaction, as well as team member empowerment on a multi-layer security system.
Minimum PRZM user requirements are as follows:
  • Personal Computer: Microprocessor speed of 100mhz or higher, 32Mb RAM, and a monitor capable of at least 800 x 600 pixel resolution.
  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Software: At various stages of PRZM, users will be required to attach their documents to PRZM.
  • Computer-Aided Drawing (CAD) viewer
Pre-Bid Meeting
A pre-bid meeting will be held in Carr Hall Room 111, 1001 W. Pennsylvania Ave., Urbana, IL 61801 at 10 a.m. prevailing time on Tuesday April 17, 2007. Representatives of the owner and the Professional Services Consultant will be present to answer questions regarding the project and bidding procedures. All prospective bidders are urged to attend.

Bid Opening
Immediately after the closing time for receiving bids, all proposals will be publicly opened, read, and tabulated at Physical Plant Service Building, Conference Room 128, 1501 S Oak St, Champaign. Noted errors, omissions and defects will be announced. Bids received after closing time will be returned unopened. The public opening and reading is for information only and is not construed as acceptance or rejection of any bid.

Bid Acceptance or Rejection
The owner reserves the right to reject any or all bids or any part thereof, to waive any informalities in the bidding, and to accept the bids deemed to be in the best interests of the owner after all bids have been examined and evaluated.

Statutory Requirements
The successful bidder will be required to comply with all laws, statutes, regulations, ordinances, rulings or enactments of any governmental authority that are applicable to the work or to the project. The successful bidder shall pay prevailing wages and shall utilize equal employment opportunity hiring practices in connection with this project.
