Project Description
1,300sf remodeling of existing College of Law library at the 2nd floor level. Minor demolition of interior walls & finishes. Removal of existing roof construction to create new clearstory. New single ply roofing, aluminum storefront framing with insulated glazing. Metal stud & gypsum board walls, kitchen cabinetry, carpeting, suspended acoustical tile, painting, motorized window coverings. Mechanical, electrical, and sprinkler work.
This project includes a project labor agreement that will be executed between the lowest responsive/responsible bidder and the East Central Building & Construction Trades Council. A copy of the project labor agreement is included in the project bid documents, General Project Requirements.

The owner shall assign the contracts for Division #2-Plumbing, Division #3-Heating, A/C, Division #4-Ventilation, Division #5, Electrical, Division #6-Sprinkler to Division #1-General Contractor in accordance with Article 6.2 of the General Conditions. (Refer to Articles 6.2 and 15 of the General Conditions for requirements concerning assignments of contracts.)

Bid documents have been prepared by Moorhead-Gruber Architects, 495 Devonshire Dr., Champaign, IL 61820, the professional services consultant. The bid documents may be obtained from them by depositing a check in the amount of $50 for each set, payable to the Professional Services Consultant.

Prequalification
Each bidder shall prequalify with the owner in accordance with the General Instructions to Bidders (Document 00200).
All bidders shall be prequalified with the owner. New bidders that are not prequalified shall prequalify using the owner's web-based Contractor Annual Prequalification System (CAPS)- http://notes.ocp.uiuc.edu/
The project will be administered using the owner's web-based project management system. PRZM was developed to maximize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team collaboration in management and interaction, as well as team member empowerment on a multi-layer security system.
Minimum PRZM user requirements are as follows:
- Personal Computer: Microprocessor speed of 100mhz or higher, 32Mb RAM, and a monitor capable of at least 800 x 600 pixel resolution
- Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended
- E-mail: PRZM requires the user to have a valid e-mail account.
- Software: At various stages of PRZM, users will be required to attach their documents to PRZM.
- Computer-Aided Drawing (CAD) viewer
Pre-Bid Meeting
A pre-bid meeting will be held in Room 169, Law Building at 1:00 p.m. prevailing time on June 5, 2007. Representatives of the ouestions regarding the project and bidding procedures. All prospective bidders are urged to attend.
Bid Opening
Immediately after the closing time for receiving bids, all proposals will be publicly opened, read, and tabulated at Conference Room 128, Physical Plant Service Building, 1501 S. Oak St., Champaign, IL 61820. Noted errors, omissions and defects will be announced. Bids received after closing time will be returned unopened. The public opening and reading is for information only and is not construed as acceptance or rejection of any bid.
Bid Acceptance or Rejection
The owner reserves the right to reject any or all bids or any part thereof, to waive any informalities in the bidding, and to accept the bids deemed to be in the best interests of the owner after all bids have been examined and evaluated.
Statutory Requirements
The successful bidder will be required to comply with all laws, statutes, regulations, ordinances, rulings or enactments of any governmental authority that are applicable to the work or to the project. The successful bidder shall pay prevailing wages and shall utilize equal employment opportunity hiring practices in connection with this project.
