Project Description
The project consists of modifications are necessary to support the reconfiguration of rooms currently identified as 104, 104A, 120, 120A, 120B, 120D, 120E, 182, 184, 184A, 184B, and 184C. Total square footage of these rooms is approximately 4,800 sq. ft. The reconfigured space includes a general lab, computer labs, laser labs, open office/filing space and a conference room.
Primary modifications within the scope of construction will be demolition, new walls, flooring and finishes, and a new mechanical room that will house the heating, ventilation and air conditioning (HVAC) system dedicated to the two laser lab spaces. New dual duct boxes will serve the remaining area. A new building automation system shall be provided for the remodeled area. In addition, the plumbing system will include sinks, an emergency eye wash/shower station and other plumbing requirements. The electrical system will consist of panels dedicated to the laser labs and computer labs. A cable tray will be provided through the space with a one inch conduit from each data outlet to the cable tray. Cabling and data jacks will be provided by CITES.
Lab furniture for the general, laser, and computer labs will be furnished and installed by the University. Electrical and plumbing connections to the Lab furniture will be provided under this project. Asbestos abatement shall be performed by the University prior to the project start.
Bids will only be accepted from pre-qualified contractors. Pre-qualification deadline is January 25, 2008.
This project includes a project labor agreement that will be executed between the lowest responsive/
responsible bidder and the East Central Building & Construction Trades Council. A copy of the project
labor agreement is included in the project bid documents, General Project Requirements.

The Owner shall assign the contracts for Contract Divisions #2- Plumbing Work, #3- Heating A/C Temp Control Work, # 4- Ventilation Work, and #5- Electrical Work to the Contract Division #1 (General Contractor) in accordance with Article 6.2 of the General Conditions. (Refer to Articles 6.2 and 15 of the General Conditions for requirements concerning assignments of contracts.)

Bid documents have been prepared by Hanson Professional Services Inc., 1525 S. 6th Street Springfield, IL 62703, Phone, hereinafter referred to as the Professional Services Consultant. The bid documents may be obtained from the Professional Services Consultant by depositing a check in the amount of $50.00 for each set, payable to the Professional Services Consultant OR non-cash plan deposit programs which are guaranteed by contractor associations are acceptable.

Prequalification
Each bidder shall prequalify with the Owner in accordance with the General Instructions to Bidders (Document 00200).
All bidders shall be prequalified with the Owner. New bidders that are not prequalified shall prequalify using the Owner's web-based Contractor Annual Prequalification System (CAPS)- http://przm.apps.uillinois.edu/
The project will be administered using the owner's web-based project management system. PRZM was developed to maximize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team collaboration in management and interaction, as well as team member empowerment on a multi-layer security system.
Minimum PRZM user requirements are as follows:
- Personal Computer: Microprocessor speed of 100mhz or higher, 32Mb RAM, and a monitor capable of at least 800 x 600 pixel resolution.
- Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
- E-mail: PRZM requires the user to have a valid e-mail account.
- Software: At various stages of PRZM, users will be required to attach their documents to PRZM.
- Computer-Aided Drawing (CAD) viewer
Pre-Bid Meeting
A pre-bid meeting will be held in Loomis Laboratory 1110 West Green Street Room 464 at 2:00 p.m. prevailing time on Tuesday, January, 15. Representatives of the Owner and the Professional Services Consultant will be present to answer questions regarding the project and bidding procedures. All prospective bidders are urged to attend.
Bid Opening
Immediately after the closing time for receiving bids, all proposals will be publicly opened, read, and tabulated at Physical Plant Service Building, 1501 S. Oak St., Champaign, IL., Conference Room 128 on January 30th and Conference Room 128 on January 31st. Noted errors, omissions and defects will be announced. Bids received after closing time will be returned unopened. The public opening and reading is for information only and is not construed as acceptance or rejection of any bid.
Bid Acceptance or Rejection
The owner reserves the right to reject any or all bids or any part thereof, to waive any informalities in the bidding, and to accept the bids deemed to be in the best interests of the owner after all bids have been examined and evaluated.
Statutory Requirements
The successful bidder will be required to comply with all laws, statutes, regulations, ordinances, rulings or enactments of any governmental authority that are applicable to the work or to the project. The successful bidder shall pay prevailing wages and shall utilize equal employment opportunity hiring practices in connection with this project.
