Project Description
1. Removal and replacement of existing kitchen HVAC equipment including hoods, exhaust fans, makeup air units, air handling units, and ductwork.

2. Installation of new HVAC equipment including new hoods, exhaust, displacement diffusers, ductwork.

3. Install owner pre-purchased air handling units.

4. Extend chilled water from Campus mains into building.

5. The new system will be a displacement type air handling system.

This project includes a project labor agreement that will be executed between the lowest responsive/responsible bidder and the East Central Building & Construction Trades Council. A copy of the project labor agreement is included in the project bid documents, General Project Requirements.

This project will be managed using the owner's web-based Construction Project Management System "PRZM."

Bid documents have been prepared by KJWW, P. C., 623 26th Avenue, Rock Island, IL, 309-788-0673, the professional services consultant. The bid documents may be obtained from them by depositing a check in the amount of $50 for each set, payable to them OR non-cash plan deposit programs which are guaranteed by contractor associations are acceptable.

All bidders shall be prequalified with the owner. New bidders that are not prequalified shall prequalify using the owner's web-based Contractor Annual Prequalification System (CAPS)-

The project will be administered using the owner's web-based project management system. PRZM was developed to maximize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team collaboration in management and interaction, as well as team member empowerment on a multi-layer security system.
Minimum PRZM user requirements are as follows:
  • Personal Computer: Microprocessor speed of 100mhz or higher, 32Mb RAM, and a monitor capable of at least 800 x 600 pixel resolution.
  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Software: At various stages of PRZM, users will be required to attach their documents to PRZM.
  • Computer-Aided Drawing (CAD) viewer
Pre-Bid Meeting
A pre-bid meeting will be held at Lincoln Avenue Residence Hall Room 21, 1005 S. Lincoln Ave, Urbana at 10 a.m. prevailing time on Friday, March 09, 2007. Representatives of the owner and the professional services consultant will be present to answer questions regarding the project and bidding procedures. All prospective bidders are urged to attend.
Bid Opening
Immediately after the closing time for receiving bids, all proposals will be publicly opened, read, and tabulated at Physical Plant Service Building, Conference Room 128, 1501 S Oak St, Champaign. Noted errors, omissions and defects will be announced. Bids received after closing time will be returned unopened. The public opening and reading is for information only and is not construed as acceptance or rejection of any bid.

Bid Acceptance or Rejection
The owner reserves the right to reject any or all bids or any part thereof, to waive any informalities in the bidding, and to accept the bids deemed to be in the best interests of the owner after all bids have been examined and evaluated.

Statutory Requirements
The successful bidder will be required to comply with all laws, statutes, regulations, ordinances, rulings or enactments of any governmental authority that are applicable to the work or to the project. The successful bidder shall pay prevailing wages and shall utilize equal employment opportunity hiring practices in connection with this project.
