Project Description
  1. Provide the interior construction that includes all walls consisting of metal stud framing, drywall, CMU, brick, and cast stone. Interior finishes which are comprised of miscellaneous metal work (railings and ornamental metals), architectural woodwork, aluminum windows, wall finishes (paint, wall coverings, and plaster veneer), flooring (tile, terrazzo, carpet, resilient tile, resinous flooring), architectural woodwork, doors/frames/hardware, overhead doors, ceilings (acoustical, metal pan, and linear wood), specialties (toilet compartments and accessories), and seating.
  2. Provide four new passenger elevators.
  3. Provide a complete secondary electrical power system from the distribution panels to the devices. Including a fire alarm and smoke detection system.
  4. Provide a complete sound, security, broadcast and distributed television system. Including connecting new control systems to the existing scoreboard.
  5. Provide food service equipment for the West Sideline.
This project includes a project labor agreement that will be executed between the lowest responsive/responsible bidder and the East Central Building & Construction Trades Council. A copy of the projectlabor agreement is included in the project bid documents, General Project Requirements.

Bid Document Sources
Bid documents have been prepared by Hunt Construction Group, Inc., 2450 South Tibbs Ave., Indianapolis, IN 46241, 317-227-7800, the Construction Manager. The bid documents may be obtained from the Construction Manager by depositing a check in the amount of $300 for each set, payable to the construction manager OR non-cash plan deposit programs which are guaranteed by contractor associations are acceptable.

Prequalification
Each bidder shall prequalify with the owner in accordance with the General Instructions to Bidders (Document 00200).

All bidders shall be prequalified with the owner. New bidders that are not prequalified shall prequalify using the owner's web-based Contractor Annual Prequalification System (CAPS)- http://notes.ocp.uiuc.edu/

The project will be administered using the owner's web-based project management system. PRZM was developed to maximize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team collaboration in management and interaction, as well as team member empowerment on a multi-layer security system.
Minimum PRZM user requirements are as follows:
  • Personal Computer: Microprocessor speed of 100mhz or higher, 32Mb RAM, and a monitor capable of at least 800 x 600 pixel resolution.
  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Software: At various stages of PRZM, users will be required to attach their documents to PRZM.
  • Computer-Aided Drawing (CAD) viewer
Pre-Bid Meeting
A pre-bid meeting will be held June 19, 2007 at 2:00 p.m. prevailing time, in Room 128, Physical Plant Service Building, 1501 South Oak Street, Champaign, IL 61820. Representatives of the owner and the professional services consultant will be present to answer questions regarding the project and bidding procedures. All prospective bidders are urged to attend.

Bid Opening
Immediately after the closing time for receiving bids, all proposals will be publicly opened, read, and tabulated at Facilities and Services, 1501 S. Oak, Champaign, IL, 61820, Conference Room 128. Noted errors, omissions and defects will be announced. Bids received after closing time will be returned unopened. The public opening and reading is for information only and is not construed as acceptance or rejection of any bid.

Bid Acceptance or Rejection
The owner reserves the right to reject any or all bids or any part thereof, to waive any informalities in the bidding, and to accept the bids deemed to be in the best interests of the owner after all bids have been examined and evaluated.

Statutory Requirements
The successful bidder will be required to comply with all laws, statutes, regulations, ordinances, rulings or enactments of any governmental authority that are applicable to the work or to the project. The successful bidder shall pay prevailing wages and shall utilize equal employment opportunity hiring practices in connection with this project.

This transaction is subject to the State Board of Elections registration and certification requirements of Public Act 095-0971.
