Project Description
This new facility will replace two existing dining facilities on the site. The project consists of a 139,327 SF 2-story masonry and curtain-wall building with a partial basement. The facility will feature a marketplace dining concept incorporating multiple food stations that provide a variety of cuisines and late-night dining options. It will be flexible enough to meet future dining trends and accommodate special student programs and events. This facility has been programmed to address the varied needs of 3,600 students. It will be the largest dining facility on the UIUC campus and one of the largest university dining facilities in the country.

Work includes connections to site utilities as indicated on drawings, including steam and condensate, sanitary and storm, chilled water, telecommunications, and electrical service. Work on this project is required to coordinate with work of residence hall "link" stair enclosure, which is under separate contract.

The project is required to be LEED certified with a Silver rating.

Residence Hall A will be occupied, in part, by students enrolled in UIUC's Beckwith Program, a residential support program for students with severe physical disabilities. The Student Dining and Residential Programs project is designed to fully integrate the needs of these students into the building. The design impacts how the students move throughout the building and provisions for rescue.

The project consists of a labor agreement that will be executed between the lowest responsive/ responsible bidder and the East Central Building & Construction Trades Council. A copy of the project labor agreement is included in the project bid documents, General Project Requirements.

Bid documents have been prepared by Nagle Hartray Danker Kagan McKay Penney Architects, Ltd., 30 West Monroe Street, Suite 700, Chicago, IL 60603, (312) 425-1000 the professional services consultant. The bid documents may be obtained from them by depositing a check in the amount of $400 for each set, payable to them OR non-cash plan deposit programs which are guaranteed by contractor associations are acceptable.

Prequalification
Each bidder shall prequalify with the owner in accordance with the General Instructions to Bidders (Document 00200).

All bidders shall be prequalified with the owner. New bidders that are not prequalified shall prequalify using the owner's web-based Contractor Annual Prequalification System (CAPS)- http://przm.apps.uillinois.edu/

The project will be administered using the owner's web-based project management system. PRZM was developed to maximize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team collaboration in management and interaction, as well as team member empowerment on a multi-layer security system.
Minimum PRZM user requirements are as follows:
  • Personal Computer: Microprocessor speed of 100mhz or higher, 32Mb RAM, and a monitor capable of at least 800 x 600 pixel resolution.
  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Software: At various stages of PRZM, users will be required to attach their documents to PRZM.
  • Computer-Aided Drawing (CAD) viewer
Pre-Bid Meeting
A pre-bid meeting will be held at Enterprise Works, 60 Hazelwood Dr., Champaign, IL in Room 130 at 10:00 a.m. - 12:00 p.m. prevailing time on Thursday, November 15, 2007. Representatives of the owner and the professional services consultant will be present to answer questions regarding the project and bidding procedures. All prospective bidders are urged to attend.

Bid Opening
Immediately after the closing time for receiving bids, all proposals will be publicly opened, read, and tabulated in Room 143 Physical Plant Building, 1501 S. Oak St., Champaign, IL. Noted errors, omissions and defects will be announced. Bids received after closing time will be returned unopened. The public opening and reading is for information only and is not construed as acceptance or rejection of any bid.

Bid Acceptance or Rejection
The owner reserves the right to reject any or all bids or any part thereof, to waive any informalities in the bidding, and to accept the bids deemed to be in the best interests of the owner after all bids have been examined and evaluated.

Statutory Requirements
The successful bidder will be required to comply with all laws, statutes, regulations, ordinances, rulings or enactments of any governmental authority that are applicable to the work or to the project. The successful bidder shall pay prevailing wages and shall utilize equal employment opportunity hiring practices in connection with this project.

This transaction is subject to the State Board of Elections registration and certification requirements of Public Act 095-0971.
