Project Description
The project consists of a two story stand-alone multi-use building approximately 21,000 s.f., of construction type II-B according to International Building Code, 2006 Edition. The building will house training and testing facilities for the Illinois Fire Service Institute program and will contain offices, conference room, classrooms, a library, computer classroom, international conference center, research lab area, a museum area and a unified command/emergency operations center mock-up.
Future Emergency Operation Center (EOC) will be located in the lower level and its structure will be hardened to withstand 150 mph winds. An 8" thick concrete slab will be provided over the roof of the EOC.
The upper level construction will consist of steel framing, masonry and metal stud back-up exterior wall, insulated windows and doors. The roof will be sloped metal deck with insulation and single-ply membrane in the main areas and a shingle roof over the library and museum.
Project Labor Agreement
This project includes a Project Labor Agreement that will be executed between the lowest responsible/responsive bidder and the East Central Illinois Building and Construction Trades Council. A copy of the Project Labor Agreement is included in the Project Bid Documents, General Project Requirements. This project will be managed using the Owner's web-based Construction Project Management System PRZM.

The Owner shall assign the contracts for Contract Divisions 2-Plumbing Work, 3-Heating A/C Temp Control Work, 4-Ventilation Work, 5-Electrical Work, 6-Sprinkler Work to the Contract Division 1 (General Work Contractor) in accordance with Article 6.2 of the General Conditions. (Refer to Articles 6.2 and 15 of the General Conditions for requirements concerning assignments of contracts.)
Bid Document Sources
Bid documents have been prepared by FGM Architects, Inc., 1211 West 22nd Street Suite 705, Oak Brook, IL 60523 hereinafter referred to as the Professional Services Consultant. The bid documents may be obtained from Dean's Superior Blueprint Inc., 404 E. University Avenue, Champaign, IL 61820;(217) 359-3261, www.deansblueprint.com by depositing a check in the amount of $150.00 for each set, payable to the Professional Services Consultant.
Bidding Procurement:
Each interested PRIME contract bidder can receive only (1) complete set of the bidding documents on a refundable $150.00 basis. Prime contractors are those bidding directly to the Owner for the contract work divisions show. Refund is based on the bidding documents being returned in order, complete and in usable condition.
Additional full or partial sets of bidding documents for Prime contractors and any bidding documents for subcontractors and suppliers are purchased on a non-refundable basis through Dean's Superior Blueprint.
Contractors, subcontractors and material suppliers electing to acquire partial portions of the bidding documents, through Dean's Superior Blueprint or online, remain responsible for all applicable information of the entire bidding document package.

Prequalification
Each bidder shall prequalify with the Owner in accordance with the General Instructions to Bidders (Document 00200).
All bidders shall be prequalified with the Owner. New bidders that are not prequalified shall prequalify using the Owner's web-based Contractor Annual Prequalification System (CAPS)- http://przm.apps.uillinois.edu/
The project will be administered using the owner's web-based project management system. PRZM was developed to maximize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team collaboration in management and interaction, as well as team member empowerment on a multi-layer security system.
Minimum PRZM user requirements are as follows:
- Personal Computer: Microprocessor speed of 100mhz or higher, 32Mb RAM, and a monitor capable of at least 800 x 600 pixel resolution.
- Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
- E-mail: PRZM requires the user to have a valid e-mail account.
- Software: At various stages of PRZM, users will be required to attach their documents to PRZM.
- Computer-Aided Drawing (CAD) viewer
Pre-Bid Meeting
A pre-bid meeting will be held at the Illinois Fire Service Institute, 11 Gerty Drive, Champaign, IL 61820 Office and Classroom Building, Room Number TBD at 2:00PM prevailing time on Thursday, March 19, 2009. Representatives of the Owner and the Professional Services Consultant will be present to answer questions regarding the project and bidding procedures. All prospective bidders are urged to attend.
Bid Opening
Immediately after the closing time for receiving bids, all proposals will be publicly opened, read, and tabulated at Garage and Carpool Parking 1701 S. Oak St., Champaign, IL 61820, Conference Room B3, Tuesday, March 31, 2009 at 2:00pm (M/E/P) and Physical Plant Service Building 1501 S. Oak St., Champaign, IL 61820, Conference Room 128 on Thursday, April 2, 2009 at 2:00pm (General Work). Noted errors, omissions and defects will be announced. Bids received after closing time will be returned unopened. The public opening and reading is for information only and is not construed as acceptance or rejection of any bid.
Bid Acceptance or Rejection
The owner reserves the right to reject any or all bids or any part thereof, to waive any informalities in the bidding, and to accept the bids deemed to be in the best interests of the owner after all bids have been examined and evaluated.
Statutory Requirements
The successful bidder will be required to comply with all laws, statutes, regulations, ordinances, rulings or enactments of any governmental authority that are applicable to the work or to the project. The successful bidder shall pay prevailing wages and shall utilize equal employment opportunity hiring practices in connection with this project.
Any firm or individual who wishes to submit a bid in response to this solicitation must make the State Board of Elections Certification required by Public Act 95-971. The certification is included in Bid Document 00300. If you do not make the certification and if required, attach a copy of the Certificate of Registration from the State Board of Elections to your bid, then your bid cannot, by law, be accepted by the University.
Note:
If you do $50,000 worth of business annually with the State of Illinois, including the state universities, you are required to register with the State Board of Elections and obtain from them a certificate confirming your registration. Responses to Invitations to Bid, Requests for Proposals, Requests for Information, and all other types of procurement solicitations are included in the calculation of this $50,000 annual amount, whether you receive a resulting award or not. If you do less than $50,000 worth of business annually, you may be exempt from the registration requirement.
