Project Description
This project consists of the surface preparation and painting of the 30,000 gallon elevated water tower including the exterior complete coating removal by full abrasive blasting to an SSPC-SP6 commercial blast cleaning of all surfaces with full negative air containment and the full recoating application of a three-coat UHL Fluoropolymer coating system, the interior complete coating removal by full abrasive blasting to an SSPC-SP10 near-white metal cleaning of all surfaces and the full recoating application of a three-coat zinc/epoxy/epoxy coating system on all interior locations, installation of a non-freeze drain valve and coupling on the tank riser pipe, new cathodic protection system and miscellaneous minor exterior and interior repairs as listed. To be provided as part of this work shall be full interior dehumidification and temperature control equipment and a temporary hydropneumatic portable pressure tank of a minimum 5,000 gallon capacity.

Also to be considered as part of this work will be Bid Alternative #1, Exterior Coating System for a three coat zinc/epoxy/polyurethane coating system as a substitute for the base bid exterior coating system and Bid Alternative #2, Grounding System for the grounding electrodes/rods, conductors, ground ring, connections, and thermawelds to instal a buried grounding field at the water tower base.

This project is intended to be constructed in the Fall of 2008 with all work completed by November 12, 2008.

An exterior and interior tank condition report of the elevated water tower was completed on February 28, 2006 and is included as an Appendix as part of the Specifications. Photographs that accompanied the tank inspection report are available for review at the office of the Engineer during normal business hours for verification of tank condition, work items, and repair areas specified.

Bid Document Sources
Bid documents have been prepared by FOTH Infrastructure & Environment, LLC, 1610 Broadmoor Drive, Champaign, IL 61821, (217) 352-4169, the professional services consultant. The bid documents may be obtained from them by depositing a check in the amount of $50 for each set, payable to them OR non-cash plan deposit programs which are guaranteed by contractor associations are acceptable.

Prequalification
Each bidder shall prequalify with the owner in accordance with the General Instructions to Bidders (Document 00200). If applicable, the project-specific prequalification (Document 00250) deadline is 4:00 p.m. prevailing time on Thursday, July 17, 2008.

All bidders shall be prequalified with the owner. New bidders that are not prequalified shall prequalify using the owner's web-based Contractor Annual Prequalification System (CAPS)- http://przm.apps.uillinois.edu/

The project will be administered using the owner's web-based project management system. PRZM was developed to maximize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team collaboration in management and interaction, as well as team member empowerment on a multi-layer security system.
Minimum PRZM user requirements are as follows:
  • Personal Computer: Microprocessor speed of 100mhz or higher, 32Mb RAM, and a monitor capable of at least 800 x 600 pixel resolution.
  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Software: At various stages of PRZM, users will be required to attach their documents to PRZM.
  • Computer-Aided Drawing (CAD) viewer
Pre-Bid Meeting
A pre-bid meeting will be held in Allerton Park Education Center, 515 Old Timber Road, Monticello, IL 61856 at 2:00 p.m. prevailing time on Wednesday, July 16, 2008. Representatives of the Owner and the Professional Services Consultant will be present to answer questions regarding the project and bidding procedures. All prospective bidders are urged to attend.

Bid Opening
Immediately after the closing time for receiving bids, all proposals will be publicly opened, read, and tabulated at Facilities and Services, Conference Room 128, July 24, 2008 at 2:00 pm, Physical Plant Services Building 1501 S. Oak, Champaign IL 61820. Noted errors, omissions and defects will be announced. Bids received after closing time will be returned unopened. The public opening and reading is for information only and is not construed as acceptance or rejection of any bid.

Bid Acceptance or Rejection
The owner reserves the right to reject any or all bids or any part thereof, to waive any informalities in the bidding, and to accept the bids deemed to be in the best interests of the owner after all bids have been examined and evaluated.

Statutory Requirements
The successful bidder will be required to comply with all laws, statutes, regulations, ordinances, rulings or enactments of any governmental authority that are applicable to the work or to the project. The successful bidder shall pay prevailing wages and shall utilize equal employment opportunity hiring practices in connection with this project.
