Project Description
1) Replace flooring in student rooms. Remove existing carpet and replace with new carpet.
2) Paint all student room walls & ceilings. Paint the corridors on each residence floor.
3) Remove the tack boards and mirror in all student rooms.
4) Install a sprinkler system.
5) Add approx. 24 strobe units in select student rooms. Add fire alarm horns in each student room.

Alternate Bid G-1: - as indicated on the Drawings and specified in specification section 099000 - Painting
1) Surface preparation and clean up. Protection of adjacent surfaces and materials.
2) Painting of all exposed wall, select ceiling surfaces and miscellaneous surfaces as indicated on drawing sheets.
3) Field verification and coordination with existing conditions prior to Bid as required.

Alternate Bid G-2: Delete new 4" high vinyl wall base and associated materials as required by Base Bid Work and provide in lieu new 4" high carpet wall base with binder edge materials in lieu new 4" high vinyl wall base and all associated materials, all as indicated on the Drawings and specified in specification section 096816 - Carpet.

Alternate Bid: No. E-1: Electrical contractor shall temporarily remove and reinstall the existing wall sconce light fixtures to allow proper painting of the corridor surfaces. Coordinate sequencing of work with General Contractor. Protect all wiring after removal. Temporarily protect and store removed fixtures: Coordinate storage location with the Owner.

This project includes a Project Labor Agreement that will be executed between the lowest responsible/responsive bidder and the East Central Illinois Building and Construction Trades Council. A copy of the Project Labor Agreement is included in the Project Bid Documents, General Project Requirements.

The Owner shall assign the contracts for Contract Divisions number Work to the Contract Division -1 (General Contractor) in accordance with Article 6.2 of the General Conditions. (Refer to Articles 6.2 and 15 of the General Conditions for requirements concerning assignments of contracts.)

Bid Document Sources
Bid documents have been prepared by BRiC Partnership, LLC 100 E. Washington Street, Suite 220, Belleville, IL 62220, hereinafter referred to as the Professional Services Consultant. The bid documents may be obtained from the Dean?s Superior Blueprint, 404 E. University Avenue, Champaign IL 61820 by depositing a check in the amount of $50.00 for each set, payable to the Professional Services Consultant OR non-cash plan deposit programs which are guaranteed by contractor associations are acceptable.

Each bidder shall prequalify with the Owner in accordance with the General Instructions to Bidders (Document 00200).

All bidders shall be prequalified with the Owner. New bidders that are not prequalified shall prequalify using the Owner's web-based Contractor Annual Prequalification System (CAPS)-

The project will be administered using the owner's web-based project management system. PRZM was developed to maximize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team collaboration in management and interaction, as well as team member empowerment on a multi-layer security system.
Minimum PRZM user requirements are as follows:
  • Personal Computer: Microprocessor speed of 100mhz or higher, 32Mb RAM, and a monitor capable of at least 800 x 600 pixel resolution.
  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Software: At various stages of PRZM, users will be required to attach their documents to PRZM.
  • Computer-Aided Drawing (CAD) viewer
Pre-Bid Meeting
A pre-bid meeting will be held in Evans Hall, Room 39 at 2:00 p.m. prevailing time on January 22, 2009. Representatives of the Owner and the Professional Services Consultant will be present to answer questions regarding the project and bidding procedures. All prospective bidders are urged to attend.

Bid Opening
Immediately after the closing time for receiving bids, all proposals will be publicly opened, read, and tabulated at Physical Plant Service Building, Facilities & Services, 1501 S. Oak St., Champaign, IL 61820. Noted errors, omissions and defects will be announced. Bids received after closing time will be returned unopened. The public opening and reading is for information only and is not construed as acceptance or rejection of any bid.

Bid Acceptance or Rejection
The owner reserves the right to reject any or all bids or any part thereof, to waive any informalities in the bidding, and to accept the bids deemed to be in the best interests of the owner after all bids have been examined and evaluated.

Statutory Requirements
The successful bidder will be required to comply with all laws, statutes, regulations, ordinances, rulings or enactments of any governmental authority that are applicable to the work or to the project. The successful bidder shall pay prevailing wages and shall utilize equal employment opportunity hiring practices in connection with this project.

Any firm or individual who wishes to submit a bid in response to this solicitation must make the State Board of Elections Certification required by Public Act 95-971. The certification is included in Bid Document 00300. If you do not make the certification and if required, attach a copy of the Certificate of Registration from the State Board of Elections to your bid, then your bid cannot, by law, be accepted by the University.

If you do $50,000 worth of business annually with the State of Illinois, including the state universities, you are required to register with the State Board of Elections and obtain from them a certificate confirming your registration. Responses to Invitations to Bid, Requests for Proposals, Requests for Information, and all other types of procurement solicitations are included in the calculation of this $50,000 annual amount, whether you receive a resulting award or not. If you do less than $50,000 worth of business annually, you may be exempt from the registration requirement.
