Project Description
The project consists of a two phase project - Phase C and Phase D.

The Phase C work includes the construction of a new four - five-story, bed residence hall with partial basement. The building is an addition to the existing residence hall (phase A) located to the project site's east. A complete mechanical, electrical, plumbing, fire protection, telecommunications, CATV, security system is required as part of the project.

The Phase D work includes the demolition of Garner Hall and civil & site landscape work required to complete the site design.

The site/civil work for both phases include grading, soft-scape of plants, trees, and grass, and hardscape paving and exterior lighting. All utility disconnects and re-feeds connecting Phase C and D to the surrounding site work is to be included as part of this project. In addition to this work, the project will include utility infrastructure upgrades, storm water management design. The Project is designed to achieve Silver Certification Level according to the U.S. Green Building Council's Leadership in Energy & Environmental Design (LEED) Rating System.

Project Labor Agreement
This project includes a Project Labor Agreement that will be executed between the lowest responsible/responsive bidder and the East Central Illinois Building and Construction Trades Council. A copy of the Project Labor Agreement is included in the Project Bid Documents, General Project Requirements.

Bid Document Sources
Bid documents have been prepared by 4240 Architecture, Inc., 247 South State Street, Chicago, IL 60604 hereinafter referred to as the Professional Services Consultant. The bid documents may be obtained from City Blue Technologies, 313 North Mattis Avenue, Suite 101, Champaign IL 61821 (217)-355-6980 by depositing a check in the amount of $250.00 for each set, payable to the Professional Services Consultant OR non-cash plan deposit programs which are guaranteed by contractor associations are acceptable. Only prequalified contractors may obtain bid documents. Prequalified contractors may obtain a maximum of 5 sets of bid documents. Plan holders that have obtained one complete set of bid documents with a refundable deposit are allowed to purchase.

Prequalification
Each bidder shall prequalify with the Owner in accordance with the General Instructions to Bidders (Document 00 20 00).

All bidders shall be prequalified with the Owner. New bidders that are not prequalified shall prequalify using the Owner's web-based Contractor Annual Prequalification System (CAPS)- http://przm.apps.uillinois.edu/

The project will be administered using the owner's web-based project management system. PRZM was developed to maximize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team collaboration in management and interaction, as well as team member empowerment on a multi-layer security system.
Minimum PRZM user requirements are as follows:
  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended
  • E-mail: PRZM requires the user to have a valid e-mail account
  • Computer-Aided Drawing (CAD) viewer
Pre-Bid Meeting
A pre-bid meeting will be held at Clark Hall, Room 134, 1203 South Fourth Street, Champaign IL at 10:00 AM prevailing time on Tuesday, March 23, 2010. Representatives of the Owner and the Professional Services Consultant will be present to answer questions regarding the project and bidding procedures. All prospective bidders are urged to attend.

Bid Opening
Immediately after the closing time for receiving bids, all proposals will be publicly opened, read, and tabulated at Physical Plant Service Building, 1501 S. Oak St., Champaign IL 61820- Conference Room 128. Noted errors, omissions and defects will be announced. Bids received after closing time will be returned unopened. The public opening and reading is for information only and is not construed as acceptance or rejection of any bid.

Bid Acceptance or Rejection
The owner reserves the right to reject any or all bids or any part thereof, to waive any informalities in the bidding, and to accept the bids deemed to be in the best interests of the owner after all bids have been examined and evaluated.

Statutory Requirements
The successful bidder will be required to comply with all laws, statutes, regulations, ordinances, rulings or enactments of any governmental authority that are applicable to the work or to the project. The successful bidder shall pay prevailing wages and shall utilize equal employment opportunity hiring practices in connection with this project.

Any firm or individual who wishes to submit a bid in response to this solicitation must make the State Board of Elections Certification required by Public Act 95-971. The certification is included in Bid Document 00300. If you do not make the certification and if required, attach a copy of the Certificate of Registration from the State Board of Elections to your bid, then your bid cannot, by law, be accepted by the University.

Note:
If you do $50,000 worth of business annually with the State of Illinois, including the state universities, you are required to register with the State Board of Elections and obtain from them a certificate confirming your registration. Responses to Invitations to Bid, Requests for Proposals, Requests for Information, and all other types of procurement solicitations are included in the calculation of this $50,000 annual amount, whether you receive a resulting award or not. If you do less than $50,000 worth of business annually, you may be exempt from the registration requirement.

This transaction is subject to the State Board of Elections registration and certification requirements of Public Act 095-0971.
