Project Description
The project consists of the underground utilities work required for the construction of the future Ikenberry Commons Residence Hall West, Phase C and the temporary utility hookups for the Phase C and Phase D (demolition of Garner hall) construction work.

The steam piping work includes the demolition, re-routing, and reconnecting of the steam and pumped condensate piping located below the future Phase C building. Work at the UIUC steam tunnel system along Gregory drive includes construction of a vault connecting the steam piping to the steam tunnel, demolition of an expansion loop piping underground vault and access hatch, patching the steam tunnel at the demolition of this aforementioned vault, demolition and reconstruction, in an different location, of an air vent and access panel.

The Civil work includes the demolition of all abandoned utilities located below the future Phase C building and the relocation of Existing Site Utilities - storm, sanitary, and water.

The temporary utility work and electrical work includes the establishment of temporary power (i.e.: tower crane, buck hoist, trailer compound lights, trailer compound power/telephone/data & temporary construction power), extend electrical concrete duct bank and set future underground concrete vault near lounge area for temporary construction power needs (from existing Residence Hall East, Phase A, building's SW corner to the new underground concrete vault).

Project Labor Agreement
This project includes a Project Labor Agreement that will be executed between the lowest responsible/responsive bidder and the East Central Illinois Building and Construction Trades Council. A copy of the Project Labor Agreement is included in the Project Bid Documents, General Project Requirements.

Bid Document Sources
Bid documents have been prepared by 4240 Architecture Inc., 247 South State Street, Chicago, IL 60604 hereinafter referred to as the Professional Services Consultant. The bid documents may be obtained from City Blue Technologies, 313 North Mattis Ave., Suite 101, Champaign, IL 61821- (217)355-6980 by depositing a check in the amount of $100.00 for each set, payable to the Professional Services Consultant OR non-cash plan deposit programs which are guaranteed by contractor associations are acceptable. Only Prequalified contractors may obtain bid Documents. Prequalified Contractors may obtain a maximum of 5 sets of bid documents. Plan holders that have obtained one complete set of Bid Documents with a refundable deposit are allowed to purchase additional sets or partial sets of Bid Documents directly from City Blue Technologies.

Each bidder shall prequalify with the Owner in accordance with the General Instructions to Bidders (Document 00200).

All bidders shall be prequalified with the Owner. New bidders that are not prequalified shall prequalify using the Owner's web-based Contractor Annual Prequalification System (CAPS)-

The project will be administered using the owner's web-based project management system. PRZM was developed to maximize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team collaboration in management and interaction, as well as team member empowerment on a multi-layer security system.
Minimum PRZM user requirements are as follows:
  • Personal Computer: Microprocessor speed of 100MHz or higher, 32Mb RAM, and a monitor capable of at least 800 x 600 pixel resolution.
  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Software: At various stages of PRZM, users will be required to attach their documents to PRZM.
  • Computer-Aided Drawing (CAD) viewer
Pre-Bid Meeting
A pre-bid meeting will be held in Turner Construction Trailer, 301 East Gregory Drive, Champaign, IL 61820 at 10:00 AM prevailing time on January 19, 2010. Representatives of the Owner and the Professional Services Consultant will be present to answer questions regarding the project and bidding procedures. All prospective bidders are urged to attend.

Bid Opening
Immediately after the closing time for receiving bids, all proposals will be publicly opened, read, and tabulated at PPSB, 1501 S. Oak St., Champaign, IL 61820- Conference Room 1830. Noted errors, omissions and defects will be announced. Bids received after closing time will be returned unopened. The public opening and reading is for information only and is not construed as acceptance or rejection of any bid.

Bid Acceptance or Rejection
The owner reserves the right to reject any or all bids or any part thereof, to waive any informalities in the bidding, and to accept the bids deemed to be in the best interests of the owner after all bids have been examined and evaluated.

Statutory Requirements
The successful bidder will be required to comply with all laws, statutes, regulations, ordinances, rulings or enactments of any governmental authority that are applicable to the work or to the project. The successful bidder shall pay prevailing wages and shall utilize equal employment opportunity hiring practices in connection with this project.

Any firm or individual who wishes to submit a bid in response to this solicitation must make the State Board of Elections Certification required by Public Act 95-971. The certification is included in Bid (Document 00300). If you do not make the certification and if required, attach a copy of the Certificate of Registration from the State Board of Elections to your bid, then your bid cannot, by law, be accepted by the University.

If you do $50,000 worth of business annually with the State of Illinois, including the state universities, you are required to register with the State Board of Elections and obtain from them a certificate confirming your registration. Responses to Invitations to Bid, Requests for Proposals, Requests for Information, and all other types of procurement solicitations are included in the calculation of this $50,000 annual amount, whether you receive a resulting award or not. If you do less than $50,000 worth of business annually, you may be exempt from the registration requirement.
