The University awarded a contract for Emergency repairs to roof of Civil Eng Hydro Lab.
This emergency/quick purchase was required due to a situation in which immediate repairs were needed to prevent further loss or damage to University property.
On March 4, 2020, a construction worker fell through the roof deck of the Civil Engineering Hydro systems Laboratory in Urbana, Illinois. The project team subsequently discovered a latent defect in the existing roof deck which indicated the deck is corroded, undersized to carry the current loads, and structurally deficient. The original construction of the roof used gypsum-based "insulating concrete" as a structural element over a thin profile metal deck formwork. The original roof leaked and dissolved much of the "insulating concrete". A subsequent COB reroofing project removed the partially dissolved insulating concrete layer with the assumption that the remaining deck was intended to be the structural member. That project did not realize the remaining deck was merely intended as formwork only. The system that remains is structurally deficient and at risk for failure. Failure of the roof deck would cause damage to the University's laboratory equipment, ongoing experiments and critical building systems.

The consultant team released provisional construction documents for contractor pricing on May 26th, 2020. Two addenda were released by Thursday, May 28th, 2020.

On Friday, May 29th, 2020, 4 of 7 invited Contractors submittal proposals to the University with zero bid alternates.

Proposals were as follows:
Felmley-Dickerson Co= $928,000
Grunloh Construction= $987,000
Berglund Construction= $1,010,000
Williams Brothers Construction Incorporated= $1,370,000

The university awarded the contract to the lowest bidder.

This emergency purchase is necessary to maintain operations and ongoing laboratory research to protect university property, students, and staff, and prevent further damage to the structure and building systems.
