This emergency/quick purchase was required due to a situation in which public health or safety was threatened.
This emergency purchase is necessary to protect adjacent property, University property, pedestrians, parking patrons, and prevent further damage to both structures. Parking Structures C7 and C10 serve faculty, students, staff and visitors at the heart of the Champaign portions of the UIUC Campus. The structures must remain open to adequately serve the parking needs of the campus and the permit holders who have planned use of the structures for their daily parking. The closing of the structures in the summer has already caused major disruptions to the faculty, staff, students and visitors. Continued closure of these parking structures during the fall semester is intolerable. Pedestrian access along the sidewalks of Fifth Street, John Street, Sixth Street and Daniel Street shall remain closed during repair of the affected fa�ade face. Closing the sidewalks is crucial to ensure pedestrian safety through this bustling campus town district.
This affidavit supports the emergency purchase from Otto Baum Company, Inc. for construction services necessary to protect adjacent property, University property, pedestrians, and parking patrons at University of Urbana-Champaign Parking Structures C7 and C10 located at 801 South Sixth Street and 510 East Daniel Street (respectively), Champaign. Emergency repairs to both the parking structures are necessary to remediate and secure the failing fa�ade and to open both garages for service to the community.
