Comments:
This solicitation is awarded as a 40-year land lease and as a concession in accordance with 30 ILCS 500/53-25. Pursuant to that statute, the wholly owned subsidiary (limited liability company) of Provident Resource Group, a national 501(-c) 3 tax exempt organization, will be a lessee under the ground lease concession with the University. Provident Resource Group will engage the Developer (Ankura, LLC, Chicago, Illinois) and the Developer will engage the contractor (Pepper Construction of Chicago, Illinois) and other design and construction professionals to develop, construct and operate the Project consisting of a 197,000 sq. ft. Ambulatory Surgery Center and Specialty Clinics. The Project will be financed through bonds issued by the Illinois Finance Authority. The University will lease the facilities for the term of the financing, and will make an upfront contribution to support the tax exempt financing.

The University of Illinois (the "University"), on behalf of the University of Illinois Hospital and Clinics (the "Hospital"), is soliciting qualifications and proposals from experienced development teams (each a "Proposer") for the award of a concession, as further described below, involving land owned by the University on the University's campus in Chicago, Illinois (the "Project Site"), and to enter into a public-private partnership for the design, financing, construction, and management of a new ambulatory surgery center and specialty clinics (the "Project") on the Project Site. The Proposer selected by the University to design, finance, construct, and manage the Project (the "Awardee") will be responsible for continued planning, final design, construction, financing, ownership and management of the Project.
