Extension of Emergency Contract Hearing

The Chief Procurement Officer for Institutions of Higher Education (CPO) has scheduled a public hearing for March 3, 2016 at 9:00 a.m. to determine whether the emergency contract with Hayward Baker, Inc. should be extended beyond 90 days.

The procurement will be in excess of 90 days due to the severity of the damage to the building and complexity of the required remediation. Forty-five (45) days have been added to the project before actual work will commence. Additional soil studies and engineering tests revealed a more unstable soil plain which then required an unforeseen remediation plan to support the existing walls.

The University awarded a contract for construction services.
This emergency/quick purchase was required due to a situation in which immediate repairs were needed to prevent further loss or damage to University property.
CUPPA Hall is the home to the College of Urban Planning and Public Administration and the building is used for teaching, research, and administrative offices for faculty, staff, and students. It is essential for the College that the building be reoccupied prior to first day of classes in August 2016. This affidavit supports the emergency purchase from Hayward Baker for construction services necessary to protect University property, University of Illinois at Chicago building CUPPA Hall located at 412 South Peoria Street, Chicago, from further loss or damage. Emergency repairs to CUPPA Hall are necessary to remediate damage to the building that resulted from nearby expressway work performed by the Illinois Department of Transportation (IDOT).
