The University awarded a contract for construction services.
This emergency/quick purchase was required due to a situation in which immediate action was warranted to avoid the lapse or loss of federal or donated funds.
This affidavit supports the emergency purchase from Clayco Inc. for construction services necessary to protect State property from further loss or damage and to avoid the University’s loss of a $208 million federal financial assistance award received by the University’s National Center for Supercomputing Applications (NCSA) in September 2007. The National Science Foundation (NSF) award is for the deployment of a high-performance computing (HPC) system (known as the Blue Waters System) for ultimate use by the nation’s scientific and engineering community. The award was based on the University’s proposal to partner with IBM as the provider of the HPC system.
